Talent Acquisition Manager (Local & Mass Recruitment)

Position Overview
The Talent Acquisition Manager will lead and manage the full spectrum of local recruitment activities, with a strong emphasis on mass hiring and high-volume recruitment campaigns. This role is responsible for developing and executing effective talent strategies to attract, select, and retain qualified candidates to meet the organization's workforce needs efficiently.
Job Responsibilities

Recruitment Strategy & Planning
- Develop and implement local recruitment strategies to support business growth and operational needs.
- Plan and execute mass recruitment drives, job fairs, and community hiring initiatives.
- Build strong talent pipelines for key operational and support roles.
- Forecast manpower requirements in collaboration with hiring needs and ensure timely hiring.

Recruitment Operations
- Oversee the end-to-end recruitment process, from job posting, screening, interviewing, to onboarding.
- Ensure hiring turnaround times and headcount fulfilment targets are achieved.
- Monitor and report recruitment metrics (e.g., time-to-fill, cost-per-hire, source effectiveness).
- Manage candidate databases and ensure proper utilization of the company's recruitment systems.

Employer Branding & Sourcing
Strengthen the company's employer brand through targeted campaigns and partnerships.
Develop strong networks with universities, job platforms, government agencies, and local communities to attract talent.
- Explore creative sourcing methods to reach potential candidates in diverse segments.
4.
Team Management & Collaboration
- Lead and coach a team of recruiters to ensure recruitment excellence.
- Partner with hiring managers to understand job requirements and ensure alignment of hiring strategies.
5.
Compliance & Best Practices
- Ensure recruitment practices comply with company policies and local employment regulations.
- Continuously improve recruitment processes for efficiency and candidate experience.
Job Requirements
- Bachelor's Degree in Human Resources, Business Administration, or a related field.
- Minimum 5 years of experience in talent acquisition, with at least 2 years in a managerial capacity.
- Proven track record in mass recruitment and high-volume hiring.
- Strong knowledge of local labor market and recruitment channels.
- Excellent communication, negotiation, and stakeholder management skills.
- Ability to work under pressure and manage multiple hiring projects simultaneously.
