Key Roles and Responsibilities

1.     Lead the preparation of tender documents, including Bills of Quantities (BQ), cost estimates, quotations, and contract documentation.

2.     Analyse market rates, supplier pricing, and subcontractor proposals to support competitive tendering and cost bench-marking.

3.     Liaise with clients, consultants, suppliers, and subcontractors on tender clarifications, negotiations, and contractual matters.

4.     Oversee pre and post-contract activities to ensure compliance with contractual requirements and project specifications.

5.     Review, verify, and prepare project claims, progress claims, variation orders, and invoices.

6.     Manage and finalize client progressive claims, variation submissions, and final accounts.

7.     Monitor project budgets, cost expenditures, and financial projections, providing commercial insights to project teams.

8.     Interpret and administer contract terms, conditions, and obligations while identifying and mitigating commercial risks.

9.     Manage project documentation, material records, and commercial reports, ensuring proper filing and document control.

10.  Provide guidance to junior QS staff and support management with reporting and ad-hoc tasks as required.

Required Qualifications and Skills

1.     Diploma or Bachelor's Degree in Quantity Surveying or equivalent.

2.     Minimum 5 years of relevant experience, preferably in construction or engineering.

3.     Strong knowledge of market rates, tender analysis, contract administration, and cost control.

4.     Proficient in Microsoft Office and AutoCAD; experience with QS software is an added advantage.

5.     Strong analytical and organisational skills, proactive under pressure, with effective negotiation, communication, and stakeholder management abilities.

6.     Good communication skills in Bahasa Malaysia and English. Mandarin is an advantage for liaising with clients, suppliers, or subcontractors.
