Context

Responsibilities will include developing strategic planning for IOM Malaysia's strengthened engagement with the government, civil society and private sector on migration, business and human rights, and lead a team to implement designed activities. Implementation of activities will include outreach, engagement and liaison with stakeholders including the government, UN partners, private sector, and migrants, following up on logistical and administrative arrangements including budgets, ensure that donor reporting information and schedules are available. Implement training activities including designing and facilitation of training and other capacity strengthening activities for stakeholders.

This will include development and delivery of training for private sector companies on ways to reduce the risk of migrant trafficking, exploitation and forced labour in companies' daily operations and supply chains through interventions such as human rights due diligence assessments; human and labor rights awareness-raising and due diligence; grievance and remediation, development of policies and procedures, etc.

Responsibilities: Under the overall supervision of the IOM Malaysia Chief of Mission and direct supervision of Programme Coordinator, the successful candidate will provide leadership, coordination, support and assistance for the timely implementation of the Migration, Business and Human Rights (MBHR) Projects in Malaysia in the following areas;

Private Sector and Multi-Stakeholder Engagement

1.Pro-actively leads discussions and negotiations with the private sector, public sector, and civil society partners on the topic of corporate responsibility and modern slavery in international supply chains, including forced labour, human trafficking and labour exploitation.

  1. Pro-actively leads formation of partnerships with both the public and private sector, including the development of Memoranda of Understanding, designed to support the goals of Migration, Business and Human Rights (MBHR) projects and mission.

  2. Participation in relevant private sector working groups on corporate responsibility and irregular migration.

Project Development, Management, Monitoring and Communication

  1. Stay abreast of the landscape of potential and relevant private sector, public sector, and civil society partners to strengthen the capacity of stakeholders to address the risks of exploitation including forced labour and human trafficking in their supply chains.

  2. Monitor progress of MBHR projects, including private sector partnerships, and activities by preparing and verifying work plans and budgets, progress reports, annual and financial reports, and other data for clarity and consistency.

  3. Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements.

  4. Initiate the design of relevant research activities on the intersection of migration, environment and climate change.

  5. Develop communications and promotional products and materials, in line with the communications strategy of the MBHR projects, and in alignment with IOM global communication strategies and materials.

Training

  1. Designing and conducting/helping conduct relevant training courses that are substantive, engaging, and motivating in the area of corporate responsibility and modern slavery.

  2. Assess training programs' effectiveness, success, and periodically report on them. Conduct pre- and post-training surveys and document lessons learned for enhancing the quality of training programs.

  3. Prepare training work plans including logistics and budget. Support the programme teams in managing the training costs and project budget lines and tailor the training programs as necessary.

General

  1. Provide technical and backstopping support to various teams in the mission.

  2. Perform such other duties as may be assigned.

Qualifications: EDUCATION

Master's degree from an accredited academic institution in law, social sciences, economics or other relevant disciplines; or University degree with minimum two years of relevant professional experience.

EXPERIENCE

Significant experience liaising with - and proven networking experiences in - the private sector, governmental and diplomatic authorities, as well as with international institutions;

Experience in developing and implementing programs related to labor migration, international labor recruitment and corporate sustainability and compliance programs;

Experience in investigation and conduct of legal cases and dispute resolution;

Experience in work related to access to justice or remedy;

Experience in program management, project development and implementation, analysis and evaluation, including budget planning and monitoring;

Experience in facilitation and training of large groups, diverse groups, and groups of senior level executives as well as experience with innovative training, facilitation approaches and training designer;

Strong coordination, negotiation, mobilizing and facilitation skills;

Pro-active mindset. Good verbal and written communication skills in English and Malay Languages;

Must be proficient with MS Office.

• Fluency in English and Bahasa Malaysia is required.

IOM's official languages are English, French and Spanish.
