Job Summary
The Group Manager, Technical Engineering & Support Services is responsible for leading, managing, and coordinating all engineering, facilities, project management, and safety operations across Kumpulan Medic Iman hospitals. The role ensures the hospitals operate with optimal safety, reliability, and efficiency while maintaining full compliance with statutory and regulatory standards. The incumbent also oversees group-level initiatives related to Safety, Health & Environment (SHE), energy conservation, and hospital infrastructure projects, contributing to the organization's operational excellence and strategic growth.
Primary Functions:
- Oversee all hospital engineering functions, including maintenance of mechanical, electrical, biomedical, and civil systems.
- Develop, implement, and monitor preventive and predictive maintenance programs to ensure maximum equipment uptime and reliability.
- Establish and maintain engineering standards, technical guidelines, and best practices across all hospitals under the Group.
- Ensure critical systems (e.g., HVAC, medical gas, power supply, fire protection, lifts) are regularly serviced and meet hospital safety and accreditation requirements.
- Coordinate with hospital engineering teams to plan maintenance shutdowns, ensuring minimal disruption to clinical operations and maintaining optimal patient safety.
- Oversee and monitor outsourced services, including housekeeping, linen and laundry, clinical waste management, pest control, landscaping, and security.
- Ensure service providers comply with contractual obligations, service level agreements (SLAs), and performance standards.
- Lead initiatives to improve cost efficiency, quality, and sustainability within support services operations.
- Ensure all support service activities comply with the Ministry of Health and other statutory requirements.
- Plan, execute, and manage hospital development, renovation, upgrading, and expansion projects across the Group.
- Develop project scopes, budgets, and timelines in coordination with consultants, architects, and hospital management teams.
- Ensure all projects meet design specifications, safety standards, and quality expectations while remaining within approved budgets and schedules.
- Monitor project progress, chair technical and coordination meetings, and prepare project status reports for Group Management.
- Conduct post-project evaluations to assess performance, identify lessons learned, and implement improvements for future projects.
- Ensure proper documentation, handover, and commissioning of completed projects, including operation and maintenance manuals.
- Oversee the Group's Safety, Health & Environment (SHE) management systems to ensure compliance with relevant legislation, codes, and standards (e.g., OSHA, DOE, DOSH, MOH).
- Develop, implement, and periodically review group-wide SHE policies, emergency response plans, and risk assessments.
- Promote a proactive safety culture through training, awareness campaigns, and safety audits.
- Investigate incidents and non-conformities, ensuring corrective and preventive actions are effectively implemented.
- Coordinate with Hospital Safety & Health Committees and external agencies to maintain compliance and readiness for inspections or certifications.
- Monitor environmental sustainability programs, including waste segregation, recycling, and green initiatives.
- Provide strategic leadership and technical guidance to hospital engineering and support service teams.
- Mentor and develop engineering and facilities staff, ensuring succession planning and continuous professional growth.
- Conduct performance appraisals, identify training needs, and coordinate relevant technical and safety training programs.
- Foster teamwork, accountability, and performance excellence among multidisciplinary teams.
- Build strong working relationships with hospital management, consultants, and external stakeholders.
- Prepare and present comprehensive monthly reports on facilities, engineering, SHE, and project activities to CEO and Management.
- Review and update technical and operational policies, standards, and procedures to align with best practices and regulatory changes.
- Ensure all documentation related to facilities, maintenance, and SHE compliance are properly maintained and auditable.
- Participate in internal audits, accreditation assessments, and regulatory inspections.
Qualification:
- Bachelor's Degree in Engineering (Mechanical, Electrical, Civil, or equivalent).
- Master's Degree or professional certification (e.g., BO Chargeman, Professional Engineer) is an added advantage.
Experience:
- Minimum 10 years of experience in hospital engineering, facilities management, or technical operations.
- At least 3–5 years in a managerial or group-level role overseeing multiple facilities.
- Strong background in healthcare infrastructure development, safety management systems, and regulatory compliance.
- Proven experience in managing multidisciplinary technical teams and large-scale hospital projects.
