About the role

The Strategy Manager plays a key role in driving ProtectHealth's overall strategic direction and organisational alignment with its mandate as a not-for-profit company under the Ministry of Health. This role leads strategic planning, performance monitoring, and cross-departmental alignment to ensure operational excellence and impactful public-health outcomes across initiatives such as PeKa B40, Skim Perubatan Madani, DRG-related programmes and other organisational priorities.

What you'll be doing

  1. Strategic Planning & Implementation

  2. Lead and support the design, development, and rollout of corporate strategies, annual business plans, and organisational scorecards.

  3. Analyse internal and external healthcare trends to support evidence-based decision-making.
  4. Track and report progress of strategic initiatives across departments.

  5. Organisational Performance Monitoring

  6. Develop and maintain KPIs, dashboards, and performance frameworks.

  7. Identify risk areas, operational gaps, and propose corrective strategies.

  8. Stakeholder Engagement

  9. Collaborate with MOH, panel providers, internal functions, and key partners to ensure strategic alignment.

  10. Prepare high-level briefs, presentations, and reports for senior leadership and external stakeholders.

  11. Research & Policy Analysis

  12. Conduct benchmarking and policy analysis related to public health programmes (PeKa B40, Skim Perubatan Madani, etc.).

  13. Provide insights and recommendations to enhance programme effectiveness.

  14. Project & Change Management

  15. Lead cross-functional strategic projects from initiation to implementation.

  16. Drive change-management efforts for new processes, technologies, or organisational structures.
  17. Track project milestones, risks, and progress, while ensuring compliance with governance standards.

What we're looking for

  1. Bachelor's degree in Business, Public Health, Economics, Healthcare Management, Policy, or related field.
  2. Minimum 5 years of experience in strategy, corporate planning, project management, healthcare operations, consulting, or policy-related work.
  3. Strong analytical and problem-solving skills with the ability to translate complex issues into structured insights.
  4. Excellent communication, stakeholder management, and presentation skills.
  5. Proficient in Excel, PowerPoint, and data dashboards.
  6. High level of confidentiality, professionalism, and organisational awareness.
