JR44824 Senior Manager, Government Affairs Malaysia

The Public Affairs Senior Manager is responsible for developing and enhancing the reputation of Micron Malaysia to lead Government related activities, special events and engagements, with a focus on business growth and outcome.

In this role, you will be supporting our manufacturing, operations, research & development and tax teams by strategically guiding our engagements with policy makers, Government stakeholders and other related non-government key stakeholders. You will work closely with the senior executive leaders of the company to advise the business on the impacts of geopolitics on semiconductor manufacturing. 

Based in Kuala Lumpur with flexibility to travel to our offices in Penang and Johor, you will also directly manage our relationships with Government stakeholders in the country and collaborating with the cross-functional teams and Government and Public Affairs across Asia and global. 

Reporting to the Senior Director for Public Affairs Asia, you will be a key advisor to senior executives including the Country Manager, SVP, EVP for Operations and the CFO. You will develop, manage, communicate and implement strategy and plans critical for the success of Micron and analyze trends, assessing their impact on Micron’s operations in Malaysia and where applicable implications on the region. 

In addition, the scope of your responsibilities will include (but not limited to):

Supporting Senior Director, Public Affairs Asia and working closely and collaboratively with Business Leaders, Legal and Communication to achieve business goals and objectives. Leading key projects, developing and maintaining beneficial and proactive relationships with key public stakeholders as the representative of Micron Malaysia and where required, secure Government support for our business growth. Driving sustained relationships at the federal and state level and helping to develop brand trust with Government, NGOs, industry associations and academia stakeholders and communities. Developing a framework for public affairs practice in Malaysia and where required provide guidance to other team members on approach and interactions with relevant Government departments to achieve a long-term collaborative relationship with the Government. Advising Senior Director, Public Affairs Asia, site leadership, key stakeholders as well as team members regarding Government and political matters with potential impact/impact to Micron. Monitoring political environment and reforms including policy, regulatory and legislations and developing analysis and strategic responses where relevant to Micron and the industry. Where applicable, provide updates and advice to team members of resulting impact (if any) on operations. Leading and managing relationships with strategic stakeholders across industry associations and the Government including relevant Ministries and agencies in alignment with Micron’s objectives including uplifting Micron’s visibility in industry groups. Coordinating and implementing strategies that align with the objectives and goals of Micron Foundation’s work and ESG sustainability efforts. Engaging with MITI, MIDA and other relevant Ministries and government agencies to pursue Micron’s visibility, grants and incentive schemes, partnership opportunities, pilot projects relevant to the business and non-financial benefits. Representing Micron as Industry Advisor with the academic and industry institutions including Academic Government Agency CREST and Partnering with Penang Science Cluster (PSC) And Penang State Development Center (PSDC). Joining the Industry Panel Advisory Board for CREST Engineering Research Grant – and meet minimum twice a year at CREST office to review research project proposals for R&D grant applications from academia. Advising and providing strategic directions to relevant team members on R&D grants application and implementation and proactively advise Micron Malaysia on government incentives and opportunities for public-private partnerships.

Requirements:

BA/BS degree and 10+ years of relevant experience working in Government and/or government affairs matters relating to the technology or manufacturing sectors, particularly on issues relating to manufacturing, research and development, incentives, public / private partnerships and tax. Demonstrated experience working with senior government executives and Government stakeholders. Strong ability to network across Government and public affairs associates proactively and with integrity. Masterful at integrating business strategy with public policy and ability to collaborate effectively across multi stakeholders to drive results and business goals. Works independently and maintains a good standing and rapport with the Government stakeholders and industry groups. Impeccable personal, political and communication skills Keen understanding of modern Government and public affairs strategy including direct and indirect advocacy, community affairs, public affairs campaigning, thought leadership and stakeholder value methodology Direct experience working in Government and Public Affairs in Malaysia

Preferred:

Experience working with governments or leading Government and Public Affairs initiatives in Malaysia Knowledge of the semiconductor industry and applicable policies
