Position title =
Contracts & Procurement Manager (Industrial Building Construction)

Pre-Tender Stage

  • Prepare project preliminary budget and updating the preliminary budget.
  • Preparation of tender documents.
  • Liaise with the Consultants for the pretender estimates.
  • Prepare the approved list of tenderers and shortlist for tenders.
  • Organise tender interviews.
  • Cost analysis.
  • Review pretender estimates, analyse on tenders submitted
  • Elemental cost analysis for building and fuel system works
  • Carry out cost economic study of alternative specification and design
  • Review tender and contract document.
  • Site visits and reports.
  • Coordination of procurement exercise, which include calling of tender, review tender report, attend tender interview, negotiate and finalise award.
  • Evaluate and recommend the successful tenderer for Management's, Tender Committee's and Board's approval.
  • Carry out cost economic study (value engineering) of alternative specification/design.
  • Review and rationalization of rates.
  • Oversee the whole tender exercise.

Post-Tender Stage

  • Prepare the letter of awards for the successful tenderer.
  • Notify the various parties on the identity of the successful tenderer.
  • Rationalization of rates, contract binding & signatory.
  • Supervise the cost control measures and ensuring compliance by the various parties.
  • Carry out site valuation and process interim progress claim on monthly basis.
  • Review quotation or claim for variation works submitted by contractors.
  • Prepare and/or review final account.
  • Assisting in cost control by monitoring and evaluating RFVs.
  • Preparation of financial statement.
  • Oversee the proper contract administration by the respective parties.

Others

  • Prequalification of Contractors, Suppliers & Consultants.
  • Liaison with clients, external consultants, contractors/suppliers.
  • Interdepartmental coordination activities.
  • Planning and allocation of job duties.
  • Ensure that all members of the tender teams are fully aware of their respective roles, responsibilities and input.
  • To ensure all filing and documentation follow the Department operation and ISO Procedure.
  • Provide assistance to business development unit in the preparation, compilation and submission of business proposals.
  • To comply and adhere to all matters pertaining to Quality, Safety & Health and Environment related to the job scope and workplace as required by the Company.
  • To ensure work compliance with Company ISO Anti Bribery Management System (ABMS) and Quality Procedure Manual; and
  • Perform miscellaneous jobrelated duties as and when required or attend adhoc matters assigned by Superior.

  • Provisional QS; CQS
  • Certified QS.
  • Must be able to manage multiple projects simultaneously.
  • Strong interpersonal skills and experience working with cross functional teams.
  • Analytical, meticulous and details oriented.
  • High integrity and able to work independently.
