Job Responsibilities:

  1. The incumbent for the position must be proficient in written and spoken Japanese and English languages in order to liaise with SMBC Malaysia and also the Global/Regional colleagues and be in-charge of:
  • Matters regarding overall policies and medium-and long-term strategies for the use of Information Technology and relevant systems.
  • Matters regarding investment of resources related to Information Technology and relevant systems.
  • Matters regarding measures for Information Technology and relevant systems.
Monitoring and control of outsourced operations of Information Technology and relevant systems.Provide training and education to staff related to Information Technology and relevant systems.Establish governance and control framework for Information Technology and relevant systems in accordance to the SMBC Head Office's Policies and Guidelines, and in compliance to the local requirements pertaining to laws/regulations/rules applicable to the Bank.Maintain and implement matters related to Data Management and MIS.Ensure effective control of Information Technology and relevant system risks.Establish/review/update on Policy and Procedures for Information Technology and relevant systems.Participate in Information Technology, relevant system projects and provide advice on project management.Participate in Bank-wide project to provide insight from Information Technology and relevant system perspective.Liaise with relevant departments on Information Technology and relevant systems in Head Office and Regional Office to seek recommendation/advice/acknowledgement where necessary.Research and study laws, regulations and legal systems regarding matters supervised by IT Planning Department and liaise with the relevant authorities and organizations to perform their roles.Any other matters designated by the Management of the Bank.

Key Responsibilities:

  1. Develop strategic plans for Information Technology and relevant systems; undertake overall management and coordinate with relevant departments and group companies.
  2. Prepare and manage budget and investment plan in relation to Information Technology, relevant systems/applications and Cyber Resilience.
  3. Formulate appropriate policies and procedures for the effective implementation of SMBCMY Information Technology Governance and Risk.
  4. Maintain and implement matters related to Data Management and MIS.
  5. Ensure compliance to policies and procedures for Information Technology.
  6. Ensure compliance to regulators and Head Office's requirements on Information Technology related matters.
  7. Ensure the Bank's Information Technology needs are aligned with the strategic plan.
  8. Ensure IT outsourcing service providers comply with requirements set by regulators and the Bank on Information Technology where relevant.
  9. Provide support and guidance to relevant departments and group companies on managing IT outsourcing.
  10. Prepare regular risk landscape reports highlighting emerging risks and measures taken by the Bank in ensuring emerging risks are addressed.
  11. Research and study laws, regulations and legal systems regarding matters supervised by IPD.
  12. Accountable for and serve as the point of contact with regulator on the Bank's Information Technology and relevant systems.
  13. Participate in Information Technology and relevant system projects and providing advice for project management.
  14. Participate in the Bank-wide project to provide insight from Information Technology and relevant system perspective.
  15. Manage/handle/coordinate any other matters designed by the Management of the Bank.

Job Requirements:

  1. Bachelor's degree holder with minimum 15 years working experience in Information Technology (IT) ie IT Strategy Planning and Project Management, IT Risk Management and Governance, IT Security and Cybersecurity Controls and Management Information Systems in Managerial level.
  2. Must be able to speak and write in both Japanese and English languages as the candidate is required to liaise with local as well as head office/regional office colleagues.
  3. Other Special Skills Required:
  • Good interpersonal and communication skills
  • Able to manage Projects and Departmental Budget
  • Able to liaise with Tokyo Head Office (H.O) and Regional H.O to work on system enhancements.
