Kuala Lumpur, Kuala Lumpur, Malaysia BOLT Full time

We are seeking a Head of Public Policy to join Bolt and lead our regional team in Southeast Asia. Based out of Malaysia, you will oversee our operations in Malaysia and Thailand, and the expansion into new markets including Vietnam and the Philippines. In this pivotal role, you will provide strategic guidance on regulatory, compliance, and policy matters at both national and regional levels.

About us

With over 200 million customers in 50+ countries, Bolt is one of the fastest-growing tech companies in Europe and Africa. And it's all thanks to our people. We believe in creating an inclusive environment where everyone is welcome, regardless of race, colour, religion, gender identity, sexual orientation, age, or disability. Our ultimate goal is to make cities for people, not cars, and we need your help to achieve this mission

About the role

As the Head of Public Policy, your responsibilities will encompass fostering and maintaining Bolt's relationships with a diverse range of stakeholders, including regulators, political contacts, and business partners such as fleet operators and industry connections. This is an exciting opportunity to shape, grow and influence Bolt's public policy landscape across a dynamic and rapidly growing region.

Main tasks and responsibilities:

  1. Setting the bar, leading and developing a team of professionals and agencies specializing in regulatory affairs and public policy, while taking ownership of Bolt's relationship with all authorities, regulators, and cities in the region.
  2. Leading political communications in Malaysia, Thailand, and other markets in the region externally, while crafting Bolt's messaging and corporate communications to incoming media inquiries across Southeast Asian markets.
  3. Setting strategy and guidance on complex regulatory and compliance requirements and processes to commercial teams across the region.
  4. Leading the policy work of successfully expanding to new markets and verticals, independently or with partners, throughout Southeast Asia.
  5. Drafting annual strategies to achieve defined objectives in collaboration with commercial and product teams, with a regional focus.
  6. Ensuring Bolt's operations comply with licensing conditions through audits, external assessments, and applying for new licenses on a recurring basis in multiple jurisdictions.
What we expect

About you: You bring a minimum of 10 years of experience in legal, compliance, public policy, or regulatory roles, preferably with experience in highly regulated environments and working with or for international companies. You are a thoughtful leader with demonstrable success in managing teams. You have an understanding of complex regulatory and licensing procedures relating to the mobility sector or another regulated market. You possess demonstrable success in developing and executing advanced public policy, regulatory, and corporate communications campaigns. You have good political networks in operational markets or the ability to develop such networks, alongside the willingness to travel across Southeast Asia on a regular basis. You are an excellent writer and communicator - you will be experienced at translating and simplifying complex requirements to give clear guidance to business colleagues. Knowledge of at least one regional language would be beneficial. Experience is great, but what we really look for is drive, intelligence, and integrity. So even if you don't tick every box, please consider applying

Become part of our Regulatory & Public Policy team

We are Bolt's advocates. We work locally and nationally to obtain and defend Bolt's operating permissions. More than just a licensing team, we work with regulators, civil servants, and politicians from across the political spectrum to ensure that legislation, regulation, and administration strike the right balance: safety and innovation, consumer protection, and enabling enterprise.
