TRANSITION.- We are looking for a** Buyer (Category)** to work at our Georgetown Shore base.- This position reports to**:The Supply Chain Manager**

**Role Purpose**:

- The Category Buyer role is to manage and optimize the procurement of goods and services within a specific category of products. While ensuring that the organisation obtains the best value and satisfying quality and service requirements.**Core Functions**:

- Responsible for procuring Services and/or equipment/materials for specific disciplines in accordance with the specification provided, at the best possible price and at the required time for all.
- Prepare spend analysis for the specific Procurement Category, identify procurement strategies to better suit the operation of the FPSOs.
- Maintain records as required by the internal and external procedures and regulations.
- Analyze the technical requirements of the purchase requests and ensure that these requirements are met throughout the supply process, including the coordination of the acceptance tests, QA/QC documentation review, etc.
- Prepare the Requests for Information (RFI) and Request for Proposals (RFP) in accordance with technical scopes. The RFPs shall include all technical, commercial and quality requirements.
- Source, coordinate qualification and select suitable suppliers, manufacturers and vendors respecting Local Content regulations.
- Expedite and obtain suitable Proposals and to co-ordinate technical clarifications and communications during bidding phase.
- Negotiate with suppliers and obtain the best price for goods and services. Negotiate on Commercial conditions, terms and conditions, claims, liquidated damages, etc.
- Compile approved vendor lists and perform vendor audits and Performance reviews as required.
- Issue the Purchase Orders (POs) and/or full contract/agreement packages (including Business case, Service Level Agreements, Contracted Terms and conditions, etc.)
- Manage contract execution and act as the focal point for Supplier and Internal Client on commercial issues.
- Monitor vendor’s performance and organize Quarterly Performance Review (QPR) meetings with strategic vendors.
- Collect vendor Feedback Forms (VFF) and engage with vendors that had poor performance for action plan implementation.

**OTHER JOB FUNCTIONS**
- Performs other related duties as assigned.

**EDUCATION / EXPERIENCE**
- University Degree or equivalent in Engineering and/or Supply Chain Management
- Familiar with the interpretation of technical standards
- Minimum 3 years’ experience in technical services and goods purchasing, preferably within the oil and gas industry.
- Knowledge of materials import/export procedures and regulations.
- Mechanical expertise/background
- Familiar with purchasing regulations and legislation in country

**SKILLS AND QUALIFICATIONS**
- Fluent in written and spoken English.
- Ability to travel internationally including offshore.
- Excellent communication skills.
- Strong negotiation skills to secure favorable terms and agreements with suppliers.
