Human resources managers plan, design and implement processes related to the human capital of companies. They develop programs for recruiting, interviewing, and selecting employees based on a previous assessment of the profile and skills required in the company. Moreover, they manage compensation and development programs for the company's employees comprising trainings, skill assessment and yearly evaluations, promotion, expat programs, and general assurance of the well-being of the employees in the workplace. Job Scope: 1) To oversee the Human Resource Department of the company to ensure that all the human resource related documents and correspondence are recorded and filed in an efficient manner. 2) Responsible for all aspects of Human Resource Management which includes payroll, recruitment, employee relations, training, compensation, benefits and HR information systems & records. 3) Work with COO on matters involving benefits, employee safety and workers compensation issues, including conducting research regarding employment issue, benefits, workers compensation and personnel procedures. 4) Overall in charge of the Administration Department to provide all necessary secretarial and administrative duties to the department and implementing proper control on all project documentation and to ensure all correspondence are recorded and filed in an efficient manner. Job Responsibilities: 1) Analyze benefits options and cost alternatives for providing employee benefits, recommend benefits program modifications and implement approved benefits modifications. 2) Assist COO in formulating and implementing HR policies and procedures in line with the company’s business goals in the formulation & documentation of HR & Admin procedures and policies. 3) Recommend, develop, interpret and clarify employee procedures and policies. 4) Coordinate recruitment and selection process including selection and short listing, employment activities, prepare relevant documentation on staff recruitment and employment activities to fulfill manpower requirements, and update HR Information System and maintenance of personal files. 5) Communicate effectively verbally and in writing to all levels of staff and management, outside officials and agencies and public, expressing ideas and instructions clearly and concisely. 6) Advise on employment statutes, rules, regulations and policies and ensuring compliance to employment related laws and regulations. 7) Responsible for Human Resource reporting and compiles reports and information as well as conducts new employee induction and exit interviews. 8) Oversee the Organization Development and Training function and conduct training needs analysis, formulate training plan, employee training programs and evaluate effectiveness of training programs and maintain training records for the company. 9) Maintain and process monthly payroll for the employees. 10) Provide leadership in effective conflict resolution for all personnel. 11) To manage company insurance, staff hospitalization, PA. 12) To carry out special jobs assigned by COO. 13) Any other duties as directed by the management. 14) Register all Incoming and Outgoing Correspondence. 15) Maintain and update Schedule of Documents / Drawing Schedule. 16) Preparation, updating and distribution of Project Quality Plan and Environment Plan. 17) Responsible to ensure properly maintain of correspondences, reports, minutes, manuals, quotations, and other documents as required. 18) Proper distribution and filing of all Incoming and Outgoing correspondence. 19) Photocopying of documents and transmission of facsimile messages. 20) Proper maintenance and recording of project information. 21) To carry out special duties and assignments given by the Project Director from time to time.
