**Responsibilities**:
1. Formulate the work plan of the department and organize the implementation after approval by the superior leader. 2. Formulate and modify various human resource management systems and management methods of the unit, and establish an institutionalized, standardized and scientific human resource management system. 3. According to the unit's development strategy, analyze the unit's existing human resource situation, forecast personnel needs, formulate and modify human resource planning, and implement IT after approval by superior leaders.
