**Position Purpose**:

- Manage the execution of the Category Management & Contracting Process (CMCP) specifically on Requisition to Pay (RTP) for the assigned portfolio and collaborate with: - Shell stakeholders in development / execution of procurement strategies with the aim of value maximization.
- [Pre-award Phase] - Internal (Shell) & External (Suppliers) Stakeholders in ensuring delivery of maximum value via each of the awarded commercial deals. Align with Business/Function priorities to deliver integrated cost saving targets.
- [Post-award Phase] - Procurement Managers, Category Managers and regional Manufacturing Senior Buyers to maximize value from Operational Contracts and implement Enterprise Framework Agreement (EFA) and Category contracts - Regional Trading House Procurement Managers to optimize third-party low value spend through Trading Houses - CP Delivery resources based in the Asia Pacific region to maximize delivery in Shell MDS (SMDS).
- The Buyer will be responsible to ensure supply continuity to the Shell Business and is accountable for aggregating/leveraging third-party spend/demand and to develop/execute the sourcing strategy to optimize Shell’s buying power and reduce the overall 3rd party spend.

**Principal Accountabilities**:
[Outcome - Value]
- Responsible for purchasing and negotiating materials, equipment, and supplies from vendors.
- Conduct tenders, evaluate bids & drive negotiations with Suppliers in accordance to CMCP as an overall ‘guidance’.
- Attending weekly PR/PO Control Tower meetings to provide status of Open Purchase Request.
- Proactively monitor PO delivery status and expedite if required.
- Attend Freight Control Tower meetings to provide updates on PO status.
- Deliver at least USD 350K in Third party spend savings year on year. The target changes per year.
- Identify, develop & implement supply chain improvement opportunities.
- Manage one off Purchases and reduce/rationalize the number of manual POs/suppliers.

- Ensure all purchases comply and are in alignment with Shell’s personal and process safety Goal Zero focus areas.

[Business Interface]
- Proactively identify & understand commercial/procurement needs from Shell Business and collaboratively propose competitive solutions.
- Constructively challenge the Business Demand, Specification &/or Procurement Practices in order to drive value and efficiency for the organization.
- Proactively attend to business users’ queries (Requestor, Finance, MM), escalating to Lead Buyer for decision-making where required.
- Proactively attend to material/ service Requestor’s query on tracking delivery by referring to the latest report for incoming and outgoing shipments.

[CP Interface]
- Assist with the mass upload of documents into Shell system, perform document entry in Shell system, document sorting, proper filing and archiving of mandatory documentation which shall include but not limited to supporting document of Purchase Order, EUC, etc when required
- Organize events for CP team if required
- Assist CP team as and when required

[Supplier Interface]:

- Manage Supplier Relationships effectively and collaboratively drive continuous performance improvement through Purchase Orders management (Eg: HSSE, Operations, Cost).
- Constructively challenge the suppliers in terms of supplier performance while building a strong network in the market, be fully aware of supplier developments and opportunities coming up in the market.

- Build effective working relationships with others and make a constructive contribution to the team.
- Provide support and guidance to other team members where possible.

[Process]:
**Dimensions**:

- Support the operation procurement for Shell MDS asset.
- Sourcing, Expediting & Requisition to Pay: Deliver functional excellence in the RTP process. Scope includes the Full E2E RTP scope (including Expediting).
- CP Operations focal point to the inventory and planning team.

**Requirements**:

- 2 - 3 years of Supply Chain Buyer /Expeditor experience dealing with International Projects in the oil & gas industry
- Bachelor’s degree in any field
- Soft skills - interpersonal proficiencies, resilience, communication, critical thinking, problem-solving, and ability to work well in a team.
- Hard skills - moderate negotiation techniques, budgeting ability, market research into pricing trends, etc.
- Good communication and negotiation skills

Pay: RM3,000.00 per month
