**1.0 Job Overview**
The E&I Construction Planner is responsible for developing, managing, and controlling the detailed execution schedule for all Electrical and Instrumentation activities during the onshore fabrication of platform modules. The primary objective is to ensure the timely and efficient completion of all E&I work within the modules at the yard, maximizing the level of pre-commissioning and completeness to minimize costly offshore hook-up and commissioning work. This role is pivotal in transitioning the project from engineering design to physical construction.
**2.0 Key Responsibilities**
**2.1 Onshore Fabrication Planning & Scheduling**:
- Develop the Level 4 (execution) schedule for all onshore E&I construction activities, fully integrated with the overall module fabrication schedule.
- Break down the E&I scope of work into discrete activities based on the **Work Breakdown Structure (WBS)** and **Module Breakdown Structure**.
- Plan the sequence of E&I installation within each module, considering structural and piping progress to avoid clashes and ensure access.
- Key activities to schedule include:
- Installation of main electrical equipment (switchgear, transformers, MCCs) onto their skids and foundations.
- Installation of cable tray, conduit, and supports.
- **Cable pulling** (a major bulk activity requiring significant manpower planning).
- **Cable terminations** at equipment and junction boxes.
- Installation of instruments, control valves, and local panels.
- **Module-to-module interconnect** wiring and cabling.
- **Onshore pre-commissioning** activities (point-to-point checks, loop checks, meggering, insulation resistance testing).
**2.2 Resource & Manpower Loading**:
- Estimate manpower requirements based on quantities taken from drawings (e.g., meters of cable, number of terminations).
- Load resources (craft labor, supervisors) into the schedule to forecast peak demands and identify needs for specialized crews (e.g., termination teams).
- Work with construction management to ensure manpower plans are achievable and align with yard hiring strategies.
**2.3 Material & Procurement Integration**:
- Work closely with the procurement team to align the delivery of **Major Equipment** (e.g., switchgear, control systems) and **Bulk Materials** (cable, cable tray, instruments) with the construction schedule.
- Plan for the timely availability of all materials within the module work areas to support continuous workflow.
- Schedule receiving inspection and material handling activities.
**2.4 Interface Management**:
- Coordinate intensely with other discipline planners (**Structural, Piping, Mechanical**) to manage spatial and sequential dependencies within the congested module environment.
- _Example: Cable tray cannot be installed until structural steel and major piping runs are in place._
- Liaise with the **Engineering team** to ensure timely resolution of Technical Queries (TQs) and design changes that could impact the schedule.
- Interface with the **Pre-commissioning/Commissioning** team to ensure the schedule allows adequate time for testing before module load-out.
**2.5 Progress Measurement & Reporting**:
- Establish a system for measuring physical progress (e.g., earned value, % complete based on quantities installed).
- Collect progress data from field engineers and superintendents and update the schedule weekly.
- Generate detailed reports on schedule performance, critical path analysis, and look-ahead schedules for construction management.
- Identify potential delays early and propose mitigation plans or recovery schedules.
**2.6 Safety and Quality Integration**:
- Ensure the schedule allows adequate time for safe work practices, tool-box talks, and quality control inspections (e.g., hold points for inspection of cable terminations).
- Participate in constructability reviews to ensure the planned sequence is safe and efficient.
**3.0 Qualifications and Experience**
**Essential**:
- **Experience**: Minimum of **2-5 years** of experience in a planning role, with a **strong background in E&I construction within an onshore fabrication yard serving the offshore oil & gas industry**.
- **Technical Proficiency**: Expert-level knowledge of **Primavera P6** is mandatory. Advanced skills in MS Excel are required.
- **Field Knowledge**: Must have a practical understanding of construction methods for E&I systems within a modularized environment. Direct field experience is highly valued.
- **Blueprint Reading**: Exceptional ability to read and interpret construction drawings, including P&IDs, Single Line Diagrams, Loop Diagrams, and Cable Block Diagrams.
