**Location**: Alor Gajah, Melaka, Malaysia
**Job Summary**
The Assistant People & Culture (P&C) Manager will support the P&C Department in executing all human resources functions, focusing on talent acquisition, employee relations, performance management, and organizational culture initiatives. This role is crucial in maintaining a positive work environment, ensuring compliance with local labour laws (especially those pertaining to foreign workers), and driving engagement within the resort team.
**Key Responsibilities**
1. Talent Acquisition and Onboarding
- Manage the full-cycle recruitment process for all non-management and junior executive positions, including sourcing, screening, interviewing, and preparing offer letters.
- Coordinate and conduct comprehensive orientation and onboarding programs for all new hires, ensuring a smooth integration into the resort culture and operational teams.
- Maintain an updated talent pipeline and work closely with department heads to forecast staffing needs.
2. **Foreign Worker Management and Compliance (NEW FOCUS)**
- **Ensure strict compliance with the Workers' Minimum Standards of Housing and Amenities Act 1990 (Act 446)** by overseeing the provision and maintenance of suitable foreign worker accommodation and amenities.
- Manage the medical check-up process for foreign workers (e.g., FOMEMA) and ensure timely repatriation (Check Out Memo) upon contract completion or termination.
- Accurately manage and administer the foreign worker levy payment, insurance (SOCSO, hospitalisation), and related administrative requirements.
3. Employee Relations and Culture
- Act as a point of contact for employee inquiries, concerns, and grievances, providing confidential and impartial guidance and resolution in line with company policies.
- Champion resort culture initiatives and employee engagement activities (e.g., staff parties, recognition programs, sports day).
- Assist in the implementation and communication of P&C policies and procedures.
4. Compensation, Benefits, and Administration
- Oversee the accuracy and submission of monthly payroll data, ensuring timely processing of salaries, benefits, and deductions in compliance with Malaysian labour laws (e.g., EPF, SOCSO, EIS).
- Maintain accurate and secure employee records (201 files, HRIS data) and manage HR administrative tasks, including leave management and attendance tracking.
- Assist in the administration of employee benefits and entitlements.
Qualifications and Requirements
- Minimum of a Bachelor's Degree in Human Resources Management, Business Administration, or a related field.
- Minimum **2-3 years of progressive experience** in a Human Resources/People & Culture function, preferably within the hospitality or service industry.
- **Essential: Proven experience in managing the end-to-end process of foreign worker documentation and compliance in Malaysia (PLKS/VP(TE), FOMEMA, Act 446, Check Out Memo).**:
- Strong working knowledge of **Malaysian Labour Law (Employment Act 1955)** and statutory contributions (EPF, SOCSO, EIS).
- Proficient in using HRIS (Human Resources Information System) and MS Office Suite (Word, Excel, PowerPoint).
- **Excellent interpersonal, negotiation, and communication skills** in both English and Bahasa Melayu are essential.
- Demonstrated ability to handle sensitive information with integrity and strict confidentiality.
- Proactive, organized, and capable of managing multiple priorities in a fast-paced resort environment.
