Environment, Health and Safety Assistant Manager

**Role Description**

The HSSE Assistant Manager is responsible for managing, coordinating, and implementing all health, safety, security, and environmental (HSSE) systems, plans, and policies to ensure an accident-free, compliant, and safe working environment. This role ensures adherence to all government regulations, industry standards, and company requirements, while continuously driving improvements to close HSSE gaps. The position also oversees the company’s security arrangements and acts as the appointed **Competent Person (CEPSWAM)** and company representative for environmental compliance matters.

**Key ResponsibilitiesA. HSSE Management & Compliance**
- Lead all HSSE-related functions for **Stenta Films (M) Sdn Bhd** and **Stenta Multifilms Sdn Bhd**.
- Develop, implement, and monitor HSSE policies, procedures, and systems in line with **ISO 45001**, **ISO 14001**, and other applicable standards.
- Ensure continuous compliance with statutory requirements from **DOE**, **DOSH**, and other regulatory bodies.
- Conduct regular **risk assessments** and **hazard identification** activities across all departments, ensuring mitigation plans are in place.
- Lead **internal HSSE audits** (weekly, monthly) to verify adherence to safety procedures and identify potential hazards.

**B. Incident Management & Continuous Improvement**
- Investigate HSSE accidents/incidents, perform root cause analysis, and monitor the effectiveness of corrective and preventive actions.
- Prepare and submit HSSE performance reports and improvement recommendations to senior management.
- Identify and close HSSE performance gaps through targeted action plans.

**C. Training & Awareness**
- Promote a strong safety culture by conducting HSSE induction and refresher training for all employees.
- Coordinate emergency response drills (e.g., **fire drills**, chemical spill simulations) and ensure all staff are prepared for potential emergencies.
- Drive ongoing HSSE awareness campaigns to reinforce safe work practices.

**D. Security & Environmental Responsibilities**
- Oversee the company’s **security operations**, ensuring safe access control and protection of assets.
- Serve as the **Competent Person (CEPSWAM)**, representing the company in environmental matters and liaising with regulatory authorities.
- Monitor environmental performance, ensuring compliance with waste management, emission control, and sustainability initiatives.

**E. Workplace Discipline, GMP & FSMS**
- Enforce compliance with workplace cleanliness and hygiene standards across all facilities, including production areas, restrooms, dining areas, and recreational spaces.
- Ensure proper issuance, use, and maintenance of **Personal Protective Equipment (PPE)** in accordance with company policy.
- Support and uphold **Good Manufacturing Practices (GMP)** and **Food Safety Management Systems (FSMS)** requirements in plant operations.

**Basic Requirements**
- **Bachelor’s Degree/Diploma** in Occupational Safety & Health, Environmental Science, Engineering, or related field.
- At least 5 years of HSSE experience in a **manufacturing environment** (packaging/plastics industry preferred).
- Strong knowledge of **ISO 45001**, **ISO 14001**, and local HSSE legislation.
- Excellent communication, training, and leadership skills.
- Able to conduct thorough investigations and produce clear, actionable reports.
- Willingness to travel between sites and work flexible hours when necessary.

**Regulatory Competency Requirements**
- **Green Book Holder (mandatory)** - Registered Safety and Health Officer (SHO) with the **Department of Occupational Safety and Health (DOSH)**, in compliance with the **Occupational Safety and Health (Safety and Health Officer) Regulations 1997**.
- **Certified Environmental Professional in Scheduled Waste Management (CEPSWAM)** - Certified by the **Department of Environment (DOE)** under the **Environmental Quality (Scheduled Wastes) Regulations 2005**; _or_ willing to obtain certification within the stipulated timeframe upon joining.
