Bid-project Procurement Manager

**Responsibilities**:

- This role is responsible for coordination and interfacing between Supply Chain Management (“SCM”) team and Commercial Heavy Engineering Operations (“HEO”)/ Project team in terms of generalized bidding activities of the selected project bids and assist to provide guidance to SCM Category Management team in developing project bid cost proposals to ensure that the project bid pricing is competitive, in line with the industry market best practices in providing a secured cost and financially profitable project during execution.
- To formulate tendering strategies and monitor its execution to achieve competitive bid price in order to obtain the best commercial terms while ensuring the target profit is secured.
- To finalize and propose the overall contracting strategy for the successful project bid taking into consideration the project requirements and plan achieved during bidding stage.
- To reduce procurement and biddings costs to support MMHE in winning more projects and sustain the business in a highly competitive Oil & Gas market.
- To streamline and improve supply chain processes to achieve improvements in productivity, cost-effectiveness, and performance level to support MMHE’s quest to be a leading organization of choice.
- To upgrade competency/ capability level and initiate mind-set change among staff to meet MMHE’s changing business requirement.

**Responsibilities**:

- Bid Proposal- Coordination and interfacing roles between SCM team and Commercial HEO / Project team with regards to the general bidding activities to ensure smooth bidding process.
- Assist to provide guidance and perspective monitoring to Category Management team in executing the bid sourcing activities.
- Gather the final recommendation and costing in terms of overall project bid costing.

Plans & Strategies- Formulate the tendering strategies in macro considering the project requirements to achieve the best and robust pricing during bidding.
- Finalize and propose the overall contracting strategy for successful project bid based on the plan executed during bidding and project conditions.

Supply Chain Management Policies, Procedures And Governance- Manage and comply with SCM policies, procedures, guidelines, and governance that will facilitate
- consistency in approach and professional conduct of affairs, process integrity, compliance with
- regulatory, Group and safety guidelines, industry best practices, Corporate goals and objectives,
- and improve risk management.

Improvement Initiatives- Execute and manage SCM improvement initiatives to achieve divisional excellence and improve
- Supply Chain processes, current work style, practices, policies, procedures, etc. that would result in
- measurable cost and non-cost

Stakeholder Management- Maintain close relationship with relevant parties (e.g. Business Development, Commercial in
- HEO/ Marine Operations (“MO”), Client, Project Management Team, Engineering, etc.) and vendors/ contractors to facilitate smooth connection within parties to deliver the divisional objectives.

HSE- Support HSE initiatives and inculcate HSE among its staff and workers to develop HSE as work culture.

**Requirements**:
- Degree in Engineering, Science, Business Administration, Management, or other professional related qualifications.
- Minimum 8 years of experience in Supply Chain Management preferably in oil and gas industry, shipyard or related marine industry.
- Good proficiency in English and Bahasa Melayu, both spoken and written;
- A critical thinker and possess good stakeholder management skills;
