Job Summary and Objectives:
- Strategize, lead, and control the execution of Marine Projects (Repair, Conversion, and New Building) by ensuring optimal work allocation, efficient facility utilization, and compliance with safety, contractual, and quality standards by delivering projects on time, within budget, and to customer satisfaction while minimizing risk and maximizing operational performance.
- Drive customer relationship excellence, project profitability, and continuous improvement by leading contract and cost control, supporting business development through bidding insights, resolving operational challenges, and fostering a high-performing, HSE and Quality Generative Culture, and values-driven project team culture to meet MMHE's business and growth objectives
Primary Job Responsibilities & Accountability:
WORK ALLOCATION
- Monitor Marine's Project Management Teams' work allocations (Repair/Conversion/New Building), either by MMHE or third parties, to ensure projects (in sourced/outsourced) are completed within budget and on schedule in compliance with industry standards/ regulations, as per contractual terms & conditions to meet MMHE/customers specifications and requirements with minimal risk exposure.
- Plan and optimise Marine's facilities and services such as dock and quays, for marine repair, conversion and new building businesses to meet MMHE's business and operational targets.
DEPARTMENTAL OPERATIONS & ADMINISTRATION
- Oversee planning and execution of multiple major projects for directly reporting project manager to ensure alignment with corporate objectives.
- Support the General Manager, Project Management in setting project priorities, resolving inter-project conflicts, and reallocating resources as needed.
- Contribute to department-level strategic planning, budgeting, strategic initiatives, business development efforts, and proposal reviews.
- Lead internal reviews, audits, and lessons learned activities to drive continuous improvement.
- Support talent planning, recruitment and succession initiatives across the department.
CUSTOMER RELATIONSHIP MANAGEMENT (CRM)
- Develop, maintain and cultivate existing/new business relationships with project clients who include authorities, partners and associates (i.e. Government bodies, Ship owners, Shipyards, Fabricators, Designers, Vendors and Service Providers) with the objective to deliver products and services that meet customers' satisfaction, to secure new contracts and to expedite payment recovery.
- Ensure the comfort of clients such as superintendents and crews for ongoing projects by providing good customer service and relations.
SHIP/PROJECT MOVEMENT SCHEDULING
- Strategize, plan and control ship/projects' movement schedule and implement contingency plans, if any, to ensure that all project activities meet project requirements with minimum disruption.
CONTRACT/COST CONTROL
- Review all project costs and manage cost overrun, if any, to ensure project expenditures are within budget and negotiate with client on project change orders to resolve price and schedule changes with minimal risk exposure to MMHE.
- Manage all project contract agreements to ensure all parties abide to the contract terms and conditions and negotiate with client(s) for any change(s) to contract to minimize cost implication.
- Ensure that all project's Invoices are issued and progress payments are recovered timely and accurately as per contract terms and conditions
PROJECT FINANCIAL CONTROL (PROFIT & LOSS)
- Identify financial risks early and prepare mitigation or contingency plans.
- Monitor actual expenditures against the approved budget.
- Evaluate cost implications of change orders, scope changes, and risk events.

- Ensure timely invoicing and monitor payments to maintain healthy cash flow.
- Optimize use of manpower, equipment, and materials to stay within budget.
- Communicate financial health of the project to stakeholders
BIDDING/TENDER PACKAGE PREPARATION
- Provide critical insights from past project execution, including lessons learned, identified risks, and exposure areas to facilitate in developing feasible contract commitments, timelines, and compliance safeguards, both commercially and technically.
- Provides technical clarifications as needed to strengthen the proposal and improve the potential of securing project awards.
IMPROVEMENT INITIATIVES
- Strategize, develop and ensure the implementation of Marine Project (Repair/Conversion/New Building) improvement initiatives related to work systems & processes; infrastructure, industry best practices, competencies and capabilities to ensure service improvements and productivity objectives are achieved.
PROGRESS/PERFORMANCE REPORTING
- Review project progress/performance reports and recommend corrective measures to MMHE management for information/ decision-making, and to clients on project status to rectify shortcomings (project delay, cost overrun, customers' dissatisfaction, LTI).
SERVICES
- Coordinate with AMD Department to ensure timely, cost-effective availability and readiness of docks, quays, facilities, utilities and equipment for marine projects, minimizing downtime and aligning with project schedules.
- Resolve operational challenges related to logistics, facility and utility support, statutory coordination, and stakeholder facilitation to ensure smooth project execution in line with industry best practices, customer timelines, and budget requirements.
HSE
- Lead the implementation of MMHE's HSE Plan and Initiatives across Marine projects (Repair, Conversion, and New Building) by fostering a generative safety culture among project teams and subcontractors to ensure projects are carried out safely, legally, and responsibly.
WORK CULTURE
- Foster a healthy, cohesive, and supportive work environment within Marine project operations by promoting teamwork and commitment among project management teams and workers, while actively instilling MHB's Cultural Beliefs to create positive experiences, reinforce shared values, and drive actions that supports the MHB's performance goals.
LEADERSHIP
- Manage and mentor a high-performing pool of Project Managers and Project Superintendents, fostering collaboration, accountability, and continuous improvement to cultivate future leaders.
- Lead and guide Material Coordinators in planning, monitoring, and controlling material flow, ensuring alignment with project timelines, scope, and inventory strategies.
- Design and implement structured training programs to build skilled, adaptable, and future-ready leaders in project management .
Education
Minimum Required
• A Bachelor's Degree in any Engineering discipline, or
• A Diploma in Engineering supported by relevant professional qualifications, such as:
- Certificate of Competency (Marine Engineer Officer) Class 1, or
- Chartered Marine Engineer (CMarEng), or
- Professional Engineer (Marine or equivalent Engineering).
Experience
Minimum Required:
At least 15 years of industry experience, with exposure in the following areas:

Ship Repair:
in a Project Manager role, with a strong track record of leading project execution and coordinating multidisciplinary teams within a ship repair environment.
•
Shipbuilding:
relevant experience in shipbuilding projects, serving in a Construction Manager or Project Manager capacity, with hands-on involvement in managing construction activities and progress control.
•
Conversion Projects
(e.g., FSO, FPSO, FSU, FPU, FSRU, MOPU, Water Injection Facilities):
- experience in a Construction Manager role overseeing conversion projects; or
- experience as a Project Manager directly responsible for overall planning, execution, and delivery of conversion projects in the offshore or marine sector.
