To lead and manage all quantity surveying, contract administration, cost control, and procurement activities for company projects. Responsible for ensuring effective cost management, compliance, and timely contract execution to support business operations and project delivery.

Key Responsibilities

1. Cost & Contract Management

  • Oversee full spectrum of quantity surveying tasks including cost estimation, tender documentation, bill of quantities (BOQ), and contract administration.
  • Lead cost forecasting, budget planning and monitor cost performance throughout project lifecycle.
  • Evaluate and negotiate contract terms, variations, claims, and final accounts with clients, consultants, and subcontractors.
  • Ensure compliance to contractual obligations, policies, and regulatory requirements.

2. Tender & Procurement

  • Manage tender processes including pre-qualification, bidding strategy, cost analysis and submission.
  • Source, evaluate, and negotiate with suppliers and subcontractors to achieve best commercial and technical outcomes.
  • Recommend award decisions and prepare contracts and procurement agreements.

3. Project Control & Reporting

  • Work closely with Project Managers to monitor project progress, cost risks, and cash flow projections.
  • Prepare monthly cost reports, contract status updates, and management presentations.
  • Lead resolution of contractual disputes and variations to protect company's commercial interests.

4. Leadership & Team Development

  • Lead and mentor a team of quantity surveyors and contract executives.
  • Provide technical guidance, training, performance reviews, and succession planning.
  • Drive process improvements, standardization, and cost optimization initiatives.

5. Compliance and Governance

  • Ensure all contract documentation complies with legal requirements and industry standards

Requirements

  • Bachelor's Degree in Quantity Surveying, Construction Management or related field.
  • Minimum years' relevant QS experience in Property Development or Consultancy
  • Strong knowledge in contract law (PAM, JKR, FIDIC, etc.), cost management, tendering, and commercial negotiations.
  • Excellent analytical, negotiation, communication, and stakeholder management skills

Job Types: Full-time, Permanent

Pay: RM15, RM20,000.00 per month
