Procurement Manager

Job Purpose

To lead and optimize the full spectrum of procurement activities — from hands-on purchasing and import-export documentation to strategic process development, cost optimization, and supplier performance. This role ensures efficient material flow, compliance, and alignment with factory consumption needs, while supporting continuous improvement across procurement and logistics functions.

Responsibilities

1. Strategic Procurement Leadership

• Design and implement scalable procurement / supply chain processes tailored to factory operations.
• Align procurement, logistics, and inventory workflows with sales, production schedules and consumption forecasts.
• Drive continuous improvement initiatives and support departmental integration across departments.

2. Purchasing & Procurement Operations

• Manage issuance of Purchase Orders (POs), invoice matching, and Delivery Order (DO) updates in QNE or equivalent ERP systems.
• Source and procure raw materials, consumables, components, and parts based on operational needs.
• Ensure timely delivery of goods to meet production timelines and avoid disruptions.
• Maintain accurate records of purchases, pricing, and supplier data.

3. Vendor Management & Cost Optimization

• Identify reliable suppliers and negotiate favorable terms, including periodic pricing reviews.
• Develop cost models and sourcing strategies to reduce total landed cost.
• Monitor supplier performance and maintain strong vendor relationships.

4. Import/Export & Customs Compliance

• Experience in overseas sourcing and supplier engagement within ASEAN region.
• Manage shipping documentation and ensure compliance with Malaysian customs regulations.
• Liaise with freight forwarders, customs agents, and internal teams to optimize shipping operations.
• Handle customs-related tasks including duty drawback submissions, custom reports, and MIDA quarterly reporting.

5. Inventory & Consumption Analysis

• Analyze factory consumption patterns to inform strategic sourcing and inventory planning.
• Collaborate with production and finance teams to align supply chain goals with budget targets.
• Monitor inventory levels and coordinate replenishment to avoid stockouts or overstocking.

6. Cross-Functional Collaboration

• Work closely with Engineering, Design Engineering, and Production teams to clarify departmental scopes and explore integration opportunities.
• Support leadership development and structured planning within the supply chain function.

7. Compliance & Reporting

• Ensure adherence to company policies, legal requirements, and ethical standards.
• Prepare reports and insights for management review and strategic decision-making.
• Perform other ad-hoc duties as assigned by the Plant Manager or Management.

Requirements

• Possess at least a Diploma in Supply Chain Management, Logistics, Business Administration, or related field from a recognized Malaysian or international institution. Professional certifications in Supply Chain Management is an added advantage.

• Minimum 5–8 years of progressive experience in procurement, vendor management, logistics, and supply chain operations.

• Proven track record in building/enhanced supply chain processes and achieving cost optimization in a manufacturing environment.

• Familiarity with Malaysian customs procedures, MITI regulations, and cross-border logistics.

• Strong negotiation and vendor management skills.

• Proficient in ERP systems (e.g., QNE, SAP, Oracle) and Microsoft Excel.
• Excellent analytical, communication, and cross-functional collaboration abilities.
• Fluent in English and Bahasa Malaysia; Mandarin is a plus for supplier engagement.
• Knowledge of customs documentation and international shipping procedures.
