About The Department

UOB Innovation Hub 2 (InnoHub2) is a UOB-wholly owned subsidiary and a Centre of Excellence based in Malaysia, providing Group Business Services (GBS) to support the UOB Group. Started in 2021 with technology application design, development and support, InnoHub2 is expanding beyond technology services to deliver other business services to support the Bank's growth ambition. Job Responsibilities

Group Information Security (GIS) Programme Management Office(PMO) is part of SG CISO Office overseeing/managing programmes/projects across the various teams within GIS department.  
Independently lead the planning and governance of GIS projects across all phases: Project Formulation and Budgeting, Initiation, Implementation, and Operationalization. 
Conduct process assurance reviews to ensure GIS projects comply with the Bank's project delivery methodology and governance standards. 
 

Project Formulation and Budgeting 

• Facilitate workshops with multiple stakeholders to gather, analyze, harmonize, and document business and technical requirements. 
• Collaborate with stakeholders to finalize Business Requirements Documents (BRDs) and develop RFP specifications and evaluation criteria. 
• Lead and manage RFP/RFI processes to identify suitable products and services, and support the GIS department's annual project budgeting. 
• Ensure compliance with the Bank's procurement policies throughout the RFP lifecycle. 
• Oversee vendor evaluation and secure Project Steering Committee (PSC) approval for final recommendations. 
• Participate in contract negotiations, coordinating with vendors, business users, legal, and sourcing teams to finalize agreements. 
• Support business stakeholders in obtaining budget approvals based on RFP outcomes. 

Project Implementation 

• Enforce high standards of quality, accuracy, and consistency across all project deliverables, documentation, logs, trackers, and reports. 
• Monitor adherence to project timelines. 
• Track and manage project issues and risks to closure. 
• Proactively escalate risks and issues with mitigation plans to ensure timely project completion. 
• Ensure vendor deliverables meet contractual and service expectations. 
• Align project governance with UOB's project delivery standards, where applicable. 
• Serve as the central point of contact for business and technical matters, ensuring alignment across all stakeholders. 
• Plan and execute change management and communication strategies. 
• Implement and maintain reporting processes for project and programme steering committees. 
• Prepare and deliver timely, accurate, and relevant reports for governance forums. 
• Track and manage project budgets, comparing planned vs. actual expenditures. 
• Ensure strict adherence to the project delivery methodology. 
• Conduct peer reviews of other GIS projects to ensure compliance with Security PMO governance standards. 

Project Delivery Methodology 

• Perform periodic reviews of the Bank's SDM5 project delivery methodology. 
• Update and align GIS-specific project delivery processes and templates in accordance with changes to the Bank's standards. 

Job Requirements

• Bachelor's degree in Computing or a related discipline, aligned with the technical and functional requirements of the role. 
• Over 10 years of experience in Programme and Project Management within Project Delivery or PMO functions. 
• Extensive background in project management and business analysis in the domain of Information and Cyber Security, including oversight of application and infrastructure-based security solution implementations, capability development, and service model/process design. 
• Highly self-motivated and independent, with strong multi-tasking abilities to manage multiple concurrent projects effectively. 
• Flexible and adaptable, with a proven ability to thrive in fast-paced, dynamic environments. 
• Well-versed in procurement processes, including Request for Tender (RFT), Request for Proposal (RFP), and Request for Quotation (RFQ), from specification drafting through to contract negotiation and award finalization. 
• Strong client engagement and stakeholder management skills, with a focus on building long-term relationships. 
• Excellent persuasion, negotiation, and conflict resolution skills, with a collaborative and solution-oriented approach. 
• Strong analytical and critical thinking abilities, with a keen eye for detail and a continuous improvement mindset. 
• Skilled in identifying and addressing process inefficiencies to enhance operational effectiveness. 
• Proficient in project and collaboration tools, including MS Project, Confluence, and JIRA. 
• Well-acquainted with SDLC and Agile methodologies, with hands-on experience in iterative project delivery. 

Additional technical proficiencies (advantageous): 

• MS SharePoint, HTML 
• End-to-end implementation experience in one or more of the following areas: 
• Database Activity Monitoring (DAM) solutions 
• Cloud Security solutions 
• Network Security solutions 
• Endpoint Security solutions 
• Active Directory / Identity Management solutions 
• Infrastructure Security (e.g., Server Security) solutions
