Engineer /Technician- Regional Offices (Southern, Central, Northern)

Job Summary

The role requires project implementation and vendor management skill and is key to ensure that fibre optic projects are executed with efficient coordination, in delivering company's Fiber Optic Network and Services project nationwide.

The role acts as regional representative ensuring implementation and maintenance works are carried out on-site as required as per approved work plan. Responsible to supervise the external contractors and vendors, and ensure compliance with service agreements, company policies and industry standards.

Responsibilities;

Project Implementation:

1.    Responsible for implementation of the day-to-day regional operations of fiber optic networks, ensuring high performance, reliability, and availability.

2.    Project Management: Implementation of new projects related to fibre network infrastructure, including Network Project, Service Order (SO), Network Improvement, Capacity Upgrades and Relocation.

3.    Project Progress: Implement multiple projects and ensure project delivery or Ready for Service (RFS) on track according to Customer Request Date (CRD).

4.    Project Tracking: Monitor End to End project implementation progress, track progress milestones, coordination with stakeholders, provide regular consolidation project progress and require to updates up to the superior.

5.    Project Facilitation: Facilitate and organize project meetings, prepare agendas, document minutes with actions taker list and follow up on project action items. The meeting includes internal, external and contractors. Conduct weekly coordination meetings with contractors and project and operation groups to review project implementation progress.

6.    Project Risks Analysis: Analyze project progress, identify project risks and issues, escalate concerns as needed to up to the management. This role also requires developing and propose mitigation strategies.

7.    Vendor Management: Communicate and manage contractors and resources relationships and ensure timely project delivery. These scopes include to track contractor claims and payment milestone and disbursement list.

8.    Support to assist wayleave engagement with authority and contractor management.

Maintenance Management:

1.    Maintenance and Troubleshooting: Perform regular regional maintenance, quickly identify and resolve any network issues to minimize downtime within the set of SLAs and MTTR.

2.    Responsible to implement the preventive and corrective maintenance in regional.

3.    Network Performance and Maintenance Monitoring:
Monitor regional network performance using advanced tools and techniques, implementing improvements where necessary.

4.    Supervise, track and monitor second level support, progress of fault management for preventive and corrective, Plan Maintenance Work (PMW) and Network Improvement Plan.

5.    Fault Analysis: Responsible to prepare Fault Chronology and Analysis.

Team Leadership:

1.    Supervise the O&M contractor and vendor to encourage professional growth and continuous improvement, by fostering a culture of teamwork, accountability, and safety.

2.    Identify team training needs for contractor and vendor and coordinate relevant training sessions or workshops.

Health, Safety, and Compliance:

1.    Accountable to ensure all the acceptance of project handover meet the quality and compliance set by contract, company standard, industry standards, regulations, and best practices.

2.    Ensure strict adherence to health, safety, and environmental standards in all operations.

3.    Conduct regular audits and inspections to maintain safety protocols and regulatory compliance.

4.    Maintain a comprehensive documentation for safety inspections, compliance audits, and project reports.

Reporting & Documentation:

1.    Project Documentation Management: Accountable to maintain accurate detailed project documentation includes Work Program, Budgets, Claims, Progress Report, Permit CWAC, FAC and handover documents. The project documentation to be track and work with document controller to ensure in order and easy access by project managers.

2.    Operation Report: Responsible for update and report on current utilization of Operation & Maintenance Work Order status. The responsibility is also to provide the utilization and job status report for maintenance contract (Infrastructure & Cabling work, Site Maintenance and Equipment maintenance).

3.    Compile and present regular progress reports on project milestones and maintenance activities to the management.

4.    Maintain accurate project and maintenance logs for quality control and audit purposes.

5.    Responsible to track Operation and Maintenance (O&M) contractor and vendor performance and provide report to Lead Project and Regional Operation.

6.    Provide breakdown report for customer network performance management to NC and customers, or any other ad hoc report and monthly report to Department Head.

7.    Periodic reporting to the Lead on related Occupational Safety and Health matters.

8.    Communicate any issues or delays to management promptly, proposing corrective action where necessary.

Budget & Cost Control:

1.    Plan, manage and control CAPEX and OPEX budget to ensure the cost is spent effectively and efficiently for project, operational and maintenance activities.

2.    To also consolidate capital commitment, open PO and project accrual management.

3.    Identify and propose cost-saving opportunities and ensure efficient resource utilization.

Stakeholder Management:

1.    Support Regional Office administration and management

2.    Project Coordination and Collaboration: Effective coordination and work with other departments for project information synch-up and follow up internal and external of department actions requires for project progress. Collaborate with other departments within the company, including Sales & Marketing, and Business Operation, to ensure project delivery objectives align with overall business goals.

3.    Act as the primary contact for all site-related issues with stakeholders, contractors, and vendors.

Qualifications

Minimum Diploma in Civil Engineering

Freesh graduates are encouraged to apply.

Experience in project coordination and project reporting.

Good communication and presentation skill.

Good problem-solving and organizational abilities.

Good understanding of health, safety, and compliance regulations within a technical environment.

Competent using Fiber Optic Test Gear, Network Equipment configuration and troubleshooting knowledge/ certification will be added advantage.

Exposure dealing with state government, local council and authority will be added advantage.
