About the Role
We are seeking a passionate and experienced HR Business Partner & Talent Developer to lead HR operations, talent development, and employee engagement initiatives within our organisation. This role focuses on creating a positive, inclusive, and growth-driven culture where employees feel valued, motivated, and connected to the company's purpose.
Key Responsibilities
HR Operations & Talent Development
- Lead all HR operational matters related to talent development, staffing, and recruitment to ensure smooth, timely, and compliant execution.
- Drive the

initiatives, including manager-coach programmes, 360° feedback, CODEV workshops, and wellbeing activities. - Oversee career mobility, succession planning, and high-potential talent development within the organisation and its affiliates.
- Manage HR and training budgets, ensuring cost efficiency and alignment with organisational priorities.
- Serve as a trusted advisor to employees and managers on performance, development, and staffing matters.
- Ensure an excellent employee experience from onboarding through offboarding, maintaining human-centred touchpoints.
- Maintain accurate HR data in systems (e.g. HR4U) and ensure compliance with all local employment regulations.
- Identify training and upskilling needs through engagement with managers, monitor training outcomes, and ensure 100% completion of mandatory learning.
- Lead performance management cycles, including timely launch and completion of reviews.
- Support diversity, inclusion, and mental health initiatives across the workforce.
- Assist the HR leadership team in executing strategies, facilitating workshops, and managing cross-functional HR projects.
Employee Engagement & Well-Being
- Develop and implement engagement strategies that enhance employee satisfaction, motivation, and workplace wellbeing.
- Continuously improve health and care programmes, including health checks and insurance initiatives for employees in high-risk roles.
- Advise managers on organisational and interpersonal challenges, including psychosocial risk prevention.
- Create open communication channels for employee feedback and dialogue.
- Organise employee engagement and wellness programmes — from recognition events to team-building and well-being campaigns.
- Conduct surveys and data analysis to measure engagement, presenting results and action plans to HR leadership.
- Represent HR in the Employee Committee and work closely with stakeholders to align engagement goals with business objectives.
- Liaise with PETRONAS and relevant authorities for manpower reports and approvals.
- Promote a culture of inclusion, respect, learning, and empowerment throughout the organisation.
- Track and report engagement metrics, ensuring continuous improvement based on employee feedback.
What We're Looking For
- Diploma, Degree, or Professional Certificate in Human Resource Management, Organisational Psychology, or a related field.
- At least 10 years' experience (Degree), 15 years (Diploma), or 20 years (Professional Certificate), preferably within the Oil & Gas industry.
- Strong understanding of HR operations, talent management, organisational development, and performance management.
- Excellent problem-solving, analytical, and project management skills.
- Highly organised, detail-oriented, and able to manage multiple priorities effectively.
- Strong communication and interpersonal skills, with a passion for people and culture.
- Proficiency in Microsoft Office and HR systems (e.g. HR4U).
