About the Role
We are seeking an experienced and strategic leader to oversee our Rail Rolling Stock division. This role requires strong leadership, technical expertise in rolling stock, and the ability to collaborate with internal and external stakeholders at senior levels.
Key ResponsibilitiesStrategic Planning & Project Leadership
- Support the Chief Operating Officer (Rail) in developing and implementing strategic plans, policies, and initiatives related to rolling stock.
- Oversee all existing and upcoming projects related to rolling stock and other rail development initiatives under Government Development Expenditure (DE).
- Drive project execution from planning to completion, ensuring alignment with organizational objectives, compliance standards, and safety regulations.
- Monitor and supervise project works, including progress tracking, risk mitigation, and issue resolution to ensure timely and quality delivery.
- Organise and lead project meetings with contractors and relevant stakeholders to review progress, address challenges, and ensure adherence to project requirements.
- Review and verify all project-related payments, claims, and deliverables, ensuring compliance with contract terms and performance standards.
- Manage and provide direction to Rail Unit staff across multiple levels, including AVPs, Project Managers, Senior Engineers, Engineers, Assistant Engineers, and Technicians.
- Establish and review KPIs for all personnel within the Rail Unit to drive performance, accountability, and continuous improvement.
- Oversee workforce planning, competency development, training needs, and performance evaluation.
- Prepare comprehensive reports, Board papers, technical documents, and presentation materials as required.
- Present and brief senior management and the Board, when requested, on matters related to rolling stock and rail project performance.
- Ensure documentation, data, and reporting adhere to corporate governance requirements and industry best practices.
- Attend internal and external meetings, workshops, testing sessions, and inspections as required by the COO (Rail).
- Act as the Lead of the Rail Unit during the absence of the COO Rail, ensuring continuity of operations and decision-making.
- Bachelor's Degree in Engineering (Mechanical, Electrical, Rail Engineering, or related fields).
- Minimum 12–15 years of experience in rail, rolling stock, or large-scale infrastructure project management.
- Proven experience in leading multidisciplinary teams and managing high-value government-funded projects.
- Strong understanding of rolling stock systems, lifecycle management, and rail operational standards.
- Excellent communication and stakeholder management skills, with the ability to present confidently at senior levels.
- Prior experience working with or collaborating alongside government bodies such as the Ministry of Transport (MOT), as well as rail authorities, regulators, and operators including KTM Berhad (KTMB), Prasarana, SPAD/APAD, or other government-linked agencies, is highly advantageous.
