**Entity and activity description**
Air Liquide Procurement organization is experiencing Tremendous changes in order to become a best in class, digitized organization. New Tools are being implemented while organization is being centralized. As a result solid processes and clear workflow are essential to provide guidelines to the organization.

The APAC Procurement Process & Governance Manager is one of the main contributors to the transformation of the procurement organization into a structured, organized and efficient organization by implementing top-class operational processes and high compliance standards aligned with the best practices in place in the leading companies.

He/she overlooks end to end Procurement processes and operational compliance framework. As such it is a very key role in the procurement organization, with exposure to different level of management in Asia Pacific including the top management of the Hub.

The APAC Procurement Process & Governance Manager must work with various stakeholders across the organization, such as different procurement teams, Finance shared services centers, internal control teams and auditors. The role will report to the APAC Procurement Head of Process, Method, Referential & Tools (PMRT) who is based in Kuala Lumpur.

**Missions and Responsibilities** Job Accountabilities**
- Define and implement APAC policies and Guidelines in compliance with bluebooks, by reviewing the local processes and benchmarking with other Hubs
- Lead the formalization of procurement processes for APAC Procurement team ( RFQ, P2P, SOD ,DOA, Sourcing etc.)
- In charge of Supplier Risk Management related initiatives, governance and improvement activities.
- Understand Countries users pain points and use continuous improvement methodology and mindset to improve processes, working with IT team when design changes are necessary in the tool, making sure that the changes are standards and benefit to all the countries equally
- Review Procurement PMRT related change requests and arbitrate. When implementing new Processes and embedding them in the systems, make sure the necessary stakeholders are informed, train the end users and roll out in APAC
- Work closely with Finance teams around topics that are common to finance and procurement. Involve internal Auditor and ensure our decisions and new processes are compliant
- Support the implementation of Digital tools by setting the governance framework

**Competencies and Profile** Key Job Experience Requirements**:

- Implementation of organization transformation and introduction of new tools with New ways of working
- Good Knowledge of Procurement Processes, with Previous role in Procurement
- Good experience as internal control with procurement knowledge, SOD, DOA etc...
- Worked in international organization with various countries
- Good Knowledge of Finance topics to facilitate discussions between finance and procurement.
- Solid writing skill in managing documentation on policies and guidelines.

**Other Elements to be successful in this role**
- Digital Mindset
- Great communicator, able to build a network and get in touch with stakeholders in APAC but also in other geographies (i.e Head office)
- Experienced in stakeholder management especially when conducting arbitration sessions with head of departments.
- Strong interpretation skill in writing and implementing effective procurement policies.

**Qualifications**:

- Master's or Bachelor's Degree in Business, Economics, Project Management, Procurement or Finance/ Internal control
- Minimum 6 years of experience in Procurement Process Management or related field.
