**Role Purpose**

Responsible for operational delivery of all FM services for assigned sites and ensure that the service is delivered in accordance with all contracted standards & legislation, company policies and procedures.

Manage the delivery of the services such that all aspects of the service delivery are continually monitored, measured and reviewed to ensure that the contracts remains within the operational profit and loss (P & L) budget and the financial targets within the company business plan are achieved or exceeded.

**Main accountabilities**

Facilities Management (FM)
- Lead on management of developments and programs for the Malaysia building we operate within, both from soft and FM hard services perspective. Ensuring compliance with Malaysia legislation and British Council practices and standards Lead on health and safety matters for British Council Malaysia ensuring compliance with legislation in local region and environmental protection requirements.
- Able to consider service efficiencies and opportunities for cost savings, and present these to the Malaysia management as appropriate.
- Manages the operational delivery of service contracts for site, ensuring attendance of regular meetings, measuring performance and any contract amendments.
- Prepares regular reports and data according to agreed schedule, presents these to the Country Management team as appropriate.
- Ensure FM work orders / tickets are created on recurrent basis and those are assigned to multiple technicians, subcontractors, and vendors, as per the commercial arrangements in place. Review performance and communicating these to the relevant technicians or third parties to ensure a good level of service delivery.
- Responsible for ensuring building lease obligations are met and service charges are appropriate, through regularly liaison with landlord and property managers.

QHSE
- Takes personal ownership of Health Safety Environmental compliance for area of responsibility and develop business relationships with internal counter parts - Risk and Security Department and the Environmental Team Unit and external Malaysia bodies including DBKL, Bomba and police and act as Country Coordinator for Environmental Strategy
- Leads on health and safety and ensures compliance with Malaysia regulations and legislation and environmental protection Includes compliance by contractors including security
- Proactively identifies training needs to professionally develop HSE knowledge and standards for the managed team. Promotes and evaluates performance against objectives.
- Demonstrates visible leadership through promoting HSE values.
- Actively identifies innovations to continually improve HSE.
- Comply with all audit and assurance procedures to ensure good governance of HSE duties
- Ensure contingency plans are in place for emergencies. These include approved business continuity plans, disaster recovery plans, operational risk assessments for sites within the region.

Investment Planning and FM Projects
- Support the Global Estates Transactions and Capital Projects Team with insights at country and site level by providing advice on business decisions and projects with FM related dependencies and implications (refurbishments, new offices, cost savings opportunities, improvements of premises and services provided by landlord).
- Perform duties of project manager for small -medium building projects, including determining scope, resources required, planning, selection of vendor and reporting on project status.
- Ensure project activities are within Council and regulatory policies and procedures.
