**TERMS OF REFERENCE (TOR)**
Project Name: Johor Outreach & Community
Centre (JOCC)
Title: Centre Assistant
Location: Johor Bahru
**Organisational Context**
The Centre Assistant will assist the Centre Manager in the operation of the Outreach Centre in terms of administration, programming, project control and finance tasks. The incumbent will function under the direct supervision of the Centre Manager who is responsible for the overall operation of the Centre.
**Responsibilities**:
**1. Protection Outreach**
- Maintain scheduling for programmes in the Outreach Centre;
- As and when required, assist in the scheduling of PoCs in advance for their document renewal interview in accordance to list provided by UNHCR;
- Act as Partner Referral and Case Management focal point for the Centre;
- Perform the Registration, Continuous Registration and Information update for PoCs;
- Assess vulnerabilities and emergency needs. Coordinate and execute an appropriate response;
- Perform other related duties as required.
**2. Information and Help Desk**
- Receive and address enquiries via Outreach Centre phone and Field phone;
- Assist walk-in PoCs to access information at Help Desk;
- Disseminate information about refugee-related matters and events;
- Perform other related duties as required.
**3. Administration, Finance, and Programme**

- Assists the Finance Manager in matters related to CBI for PoCs;
- Assess and coordinate with stakeholders involved with cash assistance. This would include PoCs, Service Providers, Centre Manager and Finance Manager;
- Prepares recurring reports as scheduled and special reports as required for Centre
- related activities;
- Prepares detailed cost estimates and participates in budget analysis and projections as required;
- Assist the Centre in monitoring programme activities by reviewing progress reports, budgets, and expenditures;
- Assists in requisitions of office supplies and maintenance of inventory records;
- Facilitate missions of UNHCR staff to the Outreach Centre;
- Perform other relevant duties as required.
**4. Development of Community Programmes**
- Assessment of programmes needed by the community;
- Design and development of community programmes;
- Undertake community mobilization activities to further community based protection.
**5. Expansion of Services**
- Liaison between PoCs and other service providers and authorities;
- Expand networks to increase services accessible by PoCs;
- Service Mapping;
- Maintain ongoing contact with refugee communities to identify needs that may arise.

- Anti-fraud and data protection measures are integrated and implemented by all staff and Interpreters in all activities at the Outreach Centre pursuant to existing policies and guidelines, especially in relation to filing procedures, protection of PoC personal data, anti-fraud messaging and reporting on fraud and exploitation schemes;
- PoCs have full and fair access to information, document renewal, and technical assistance when approaching the Centre and their privacy is respected;
- Targeted UNHCR’s PoCs are scheduled for identity verification and document renewal interviews and receive their renewed documentation in a timely and orderly manner;
- The reception and counselling of PoCs is conducted in accordance with humanitarian policies and standards;
- PoCs with heightened risks are identified and referred to partner organizations and/or to UNHCR in a timely manner for appropriate intervention.

- Provide input to performance evaluations of Interpreters at the Outreach Centre;
- Submit referrals for heightened risk cases to relevant partners and/ or relevant JOCC focal point pursuant to established prioritization processes.

**Essential Minimum Qualification and Professional Experience Required**
- Completion of a University Degree or equivalent technical or commercial diploma with certificate/training in Business Administration, Finance, Office Management, Human
Resources or other related fields _;_
- Minimum of 3 years of previous experience in the services delivery field or relevant work experience;
- Computer literacy including MS Office;
- Fluency in English and Malay;
- Strong drafting skills;
- Legal right to work in Malaysia.
**Desirable Qualifications & Competencies**
- Knowledge in UNHCR admin, programme and financial rules, procedures and processes;
- Experience working with Refugees and Asylum Seekers in a humanitarian setting;
- Working knowledge in Arabic or Rohingya language.
