**JOB PURPOSE**

**PRINCIPLE ACCOUNBILITIES**

**IT Governance, Strategy & Plan**
- Establish and maintain an IT strategy, short, medium and long term plan that fully supports the needs of the business strategic drivers; Proactively identify ways they can improve the business using IT.
- Develop an annual IT business plan including budget.
- Provide routine reporting of costs and budget and ensure IT activities remain within agreed budgets and plan and proper cost recovery and cost allocation.
- Develop and maintain the IT governance framework.
- Develop and maintain a Business Continuity Plan.
- Create a culture of digital savvy, innovation and best practice within the company.

**Business Partnering**:

- Serve as the strategic interface with the business units or functional area for the purpose of technology strategy development, solution discovery, service management, risk management and relationship management.
- Serves as a trusted advisor to provide highly valued strategic consulting level support, continuous improvement and guidance through key IT initiatives to the Leadership Team
- Act as in-house consultant to provide consultation advice to the relevant parties/ stakeholders whenever required

**Manage and Deliver Service Level Agreements (SLA)**:

- Manage IT interactions with the business regarding review of SLAs and performance against them

**Applications & Infrastructure/Hardware Acquisition, Development, Support and Rationalization**:

- Plan, strategize and build business solutions as well as implement suitable technology to streamline internal operations and maximize strategic benefit
- Demand Management: consolidate the service demands to allow capacity planning, planning of the provision of services, and business control of IT spend

**Operations**:

- Ensure demand management, business analysis and functional specifications are performed at a professional level

**Project/Programme Management**:

- Lead IT projects, including the design and deployment of new and existing IT systems and services according to specifications and business objectives, timelines, and budget
- Manage lifecycle project from inception through completion and ensuring alignment across each project
- Analyz and review business process requirement, translate into development tasks, manage, and monitor the entire project within stipulated timeline and cost.
- Work closely with consultants, vendors, stakeholders, and team members to achieve project deliverables and outcomes

**IT Security Compliance / Risk Management**:

- Providing information security leadership, advice, and counsel to the top management on security policy and practices; identifies exposures and threats and drives corrective plans based on risk
- Ensure audit points are closed out within agreed time frame

**People Management and Leadership**:

- Managing HRC IT team on the day-to-day delivery of IT services and implementation of IT initiatives, and driving team towards “out-of-the-box critical thinking” to resolve issues with reference to market best practice and industry standard
- Ensure that the unit is appropriately resourced to meet commitments, recruiting permanent staff as relevant, and taking on extra resources to satisfy short-term demand when necessary
- Manage the competency development of staff through training, coaching and providing appropriate work experience to enable them to perform professionally and effectively in the short term and develop their marketability in the long term
- Ensure the compliance of the team and vendors working for the section to the HSSE requirements of the site

**Effective Linkages with Group of Heng Yuan**
- Co-work with Regional IT team to plan and execute technology projects and system implementations at HRC in an organized and effective manner
- Ensure the adaption of Regional IT strategic roadmap and initiatives while at the same time supporting HRC business requirements
- Collaborate closely with Regional IT to conduct joint analysis and assessment on a regular basis and to identify any improvement areas and problems
- Proactively collaborate, identify and leverage the appropriate resources within the Group of Heng Yuan to achieve long term strategic values and deliver greater shareholder values (e.g. New technologies and innovations, best practice in IT service management, budgetting, etc.)

**KEY CHALLENGES**
- The job will cover a wide range of stakeholder and business areas within the site. This requires the capability to manage multiple tasks and have the ability to network/influence to achieve results.
- Understanding the manufacturing business processes and drivers which will provide better insight into how information technology can be best utilized at site.
