**Role Purpose**
- As the Principal Officer of Labuan Offshore Banking Unit (“LBU”), the jobholder is responsible for promoting the HSBC brand by developing good rapport with the regulators, Labuan FSA and Bank Negara Malaysia and other authorities.
- The jobholder is responsible to discharge the compliance and Anti-Money Laundering (AML)/counter-financing of terrorism (CFT)/sanctions control responsibilities as Local Compliance Representative (LCR) of Offshore Banking Unit Labuan by implementing compliance and AML/CFT/sanctions controls, policies and procedures, ensuring an adequate understanding of all relevant regulations applicable to the business and generally assisting with the resolution of compliance and AML/CFT/sanctions problems.
- **Principal Accountabilities**
- Support HBMY Businesses and Functions in coordinating and implementing HBMY’s strategy for LBU, and optimize business performance within a strong governance framework.
- Manage the resources at Labuan Offshore Banking Unit and provide effective support to the client-facing Relationship Manager (RMs”) to develop Labuan Offshore Banking Unit’s relationships so as to maximize the revenues to be generate from these relationships.
- Manage the affairs of Labuan Offshore Banking Unit such that all aspects of Labuan Offshore Banking Unit’s banking activities and operations are in line with regulatory requirements and HSBC Group requirements, policies and guidelines.
- Identify inherent and emerging risks, implement internal controls and monitor the on-going effectiveness of these controls to gain assurance that key controls are operating in line with regulatory and HSBC Group requirements.
- Coordinate and support the implementation of the various HBMY and group-wide initiatives including finance related initiatives.
- Ensure Labuan Offshore Banking Unit operates in a cost effective manner within the annual budget and cost framework.
- Coordinate and support the financial reporting process to ensure accurate and timely submissions, including reporting to the regulators.
- The jobholder is required to have a clear understanding of the various legislations applicable to the Labuan Offshore Banking business and provide guidance to Labuan Offshore Banking Unit team and business partners on matters applicable to Labuan Offshore Banking business.
Requirements
- At least 10 years’ broad-based working experience in banking, with at least 7 years in managerial capacity, with exposure to corporate banking, credit, asset and liability management, financial reporting, compliance, operational risk, project management and audit.Broad understanding of HSBC Group, its operations, products and services, policies and procedures.
Versatile, strong leadership, interpersonal relationship, management and decision making skills**.**Should possess good communication skills and strong analytical skills.
