**Summary of Principal Job Responsibility**:
As a Building Manager for a strata property in Malaysia, you will be responsible for overseeing the maintenance, operations, and management of a multi-unit residential or commercial property governed by the Strata Management Act. Your primary objective is to ensure the smooth functioning and upkeep of the property, while adhering to legal and regulatory requirements. You will be required to liaise with property owners, manage & maintain common areas, and ensure compliance with strata by laws.
**Specific Job Duties and Responsibilities**:
Strata Management:
- Implement and enforce strata bylaws, rules, and regulations in accordance with the Strata Management Act.
- Facilitate regular meetings with the Joint Management Body (JMB) or Management Corporation (MC) to address property issues, financial matters, and decision-making.
- Prepare and distribute necessary documentation, including meeting agendas, minutes, and financial statements, to property owners.
- Manage and maintain proper records and documentation related to strata property management.
Maintenance and Operations:
- Coordinate and oversee the maintenance, repair, and operation of common areas, including facilities, landscaping, security systems, and utilities.
- Develop and implement a preventative maintenance plan to ensure the longevity and functionality of the property's infrastructure and systems.
- Supervise and manage maintenance staff or contractors, ensuring timely and quality completion of work.
- Respond to property-related emergencies and address maintenance issues promptly.
Financial Management:
- Prepare and manage the annual budget for the property, including common area expenses, utilities, insurance, and reserves.
- Collect and manage service charges or maintenance fees from property owners, ensuring timely payments and proper accounting.
- Maintain financial records, including invoices, receipts, and statements, and provide regular financial reports to the JMB or MC.
- Conduct financial analysis to identify cost-saving opportunities and optimize the property's financial performance.
- Provide monthly report collection and billing and submit each month by 2nd of every month eg: maintenance fees, sinking funds, utilities water, any listing deposit collected by Management office (MO) such as access card, renovation deposit and etc.
- To meet 80% collection on the billing each month
- To provide weekly listing on common area need to rectify with details and completion date.
- To provide listing on legal cases/ tribunal cases on monthly and update
- To purpose weekly payment
- Inspecting properties and arranging for repairs if any
- Arranging contracts for maintenance, trash removal, landscaping, security and other ongoing services and managing disputes with these service providers where appropriate
- Investigating and resolving property complaints if any
- Propose SOP for JMB approval
- To manage the Management office (MO) team.
- To attend the vendor/owner whenever needed and provide the customer service
- Require to take minutes meeting during meeting if needed
- To undertake any other duties and responsibilities assigned by the management from time to time
Stakeholder Relations:
- Serve as the primary point of contact for property owners, addressing their inquiries, concerns, and requests.
- Foster positive relationships with property owners and ensure effective communication and transparency in property management matters.
- Coordinate and communicate with external stakeholders, including contractors, vendors, and government authorities, as necessary.
Compliance and Legal Requirements:
- Stay updated on the Strata Management Act, regulations, and guidelines applicable to strata properties in Malaysia.
- Ensure compliance with all legal, regulatory, and safety requirements, including fire safety, building codes, and occupational health standards.
- Coordinate inspections, audits, and certifications required by relevant authorities.
- Assist in resolving disputes and conflicts among property owners, ensuring fair and amicable resolutions.
- Ensure all procedures are follows accordance to RACI and SOP set, if needed, implementation of new SOP.
- Undertake any other duties and responsibilities as assigned by management from time to time.
**JOB REQUIREMENTS**
- Bachelor's degree in Property Management, Facilities Management, Real Estate, or a related field (preferred but not always required).
- Experience in managing strata properties and familiarity with the Strata Management Act and related regulations.
- English & Bahasa Malaysia & Mandarin
- Strong knowledge of building maintenance, financial management, and legal requirements in the Malaysian property industry.
- Excellent communication, interpersonal, and problem-solving skills.
- Ability to work independently, prioritize tasks, and handle multiple responsibilities.
