About the Role

The UNDP in Malaysia, Singapore & Brunei Darussalam is seeking a highly skilled and experienced Strategic Programme and Operations Manager to join our team. This is a critical role that requires a strong programme and operations management background, sufficient knowledge of enterprise risk management, and results-based management.

Key Responsibilities
  1. Effective Oversight of Programmes and Projects: The successful candidate will be responsible for effective oversight of programmes' and projects' management for optimization of development initiatives.
  2. Risk Management and Assessments: The candidate will oversee risk management and assessments, ensuring risk-informed programmes and operations.
  3. Resource Management: The successful candidate will be responsible for effective resource management, including promoting efficiencies and sound budget management performance.
  4. Results-Based Management: The candidate will be responsible for results-based management performance of the country office.
  5. Capacity Development and Knowledge Facilitation: The successful candidate will facilitate capacity development and knowledge sharing.
Requirements

The ideal candidate will have:

  • An advanced university degree (master's degree or equivalent) in Business Administration, Project Management, International Development, Public Administration, or a related field.
  • A first-level university degree (bachelor's degree) in Business Administration, Project Management, International Development, Public Administration, or a related field in combination with an additional two years of qualifying experience.
  • Certification in programme/project management (e.g., PRINCE, MSP, PMP, etc.) and/or accounting/audit areas will be a distinct advantage.

The candidate should have:

  • A minimum of 2 years (with Master's degree) or 4 years (with bachelor's degree) of relevant experience in areas related to the job functions preferably at National Officer or International Professional level.
  • Demonstrated ability in people management and working with diverse teams.
  • Demonstrated experience in programme/project management or programme finance or operations management is highly advantageous.
  • Proven ability to deliver under pressure and in short timeframes.
  • Knowledge of ERP platforms (PeopleSoft, Oracle Cloud, etc.) is required.
  • Strong knowledge of UNDP Enterprise Risk Management policy, Accountability Framework, programme and project management policies and procedures is required.
  • Strong communication/presentation skills and excellent writing skills.
Language Requirements

The candidate should be fluent in English and National Language, Bahasa Melayu.
