JOB TITLE: Deputy HSE Manager
KEY RESPONSIBILITIES:
- **Safety Culture and Leadership**:
Support the implementation of the Programme HSE Charter, making Zero Harm the foundation of all project activities. Cultivate a culture of care by fostering a unified and inclusive safety and sustainability mindset across diverse teams and stakeholders, leveraging tools like the Safety Culture Ladder and proactive engagement strategies.
Assist in the development of a progressive safety culture aligned with the Programme HSE Charter, encouraging employees at all levels to take ownership of safety responsibilities.
Facilitate continuous improvement while ensuring project requirements are understood, implemented, and consistently enhanced.
- **HSE & Sustainability Planning**:
Assist in developing and implementing project-specific HSE & Sustainability Plans that address all phases of the 2GW projects, including engineering, fabrication, installation, and commissioning, ensuring alignment with the Programme HSE Manual and Sustainability Management Plan.
- **Operational Support**:
Provide day-to-day support to Site HSE & Sustainability Manager tailored to the high-risk, multi-phase nature of offshore and onshore operations under the 2GW Programme.
- **Programme Initiatives Implementation**:
Assist in execution of Petrofac HSE & Sustainability initiatives, including but not limited to, Golden Rules of Safety, Safety by Design, ALARP principles, and sustainability KPIs.
- **Site Activities Oversight**:
Support the monitoring of HSE & Sustainability performance during construction and commissioning activities, ensuring compliance with Life-Saving Rules and ISO standards.
- **Compliance Assurance**:
Assist in ensuring compliance with HSE & Sustainability policies, incident response procedures, and legal adherence.
- **Risk and Hazard Management**:
Implement robust hazard identification and risk assessment methodologies, participating in and implementing the outputs of workshops such as HAZCON, HAZID and HAZOP to ensure all risks are mitigated to ALARP.
- **Supply Chain and Subcontractor Oversight**:
Ensure subcontractor prequalification and ongoing HSE & Sustainability-related evaluations are aligned with client criteria.
- **Training and Development**:
Support development and delivery of multi-tiered training programs in partnership with subcontractor’s Centre of Excellence CoE and other training facilities on HSE & Sustainability topics, ensuring personnel are fully competent to meet project demands.
- **Performance Monitoring and Reporting**:
Establish comprehensive reporting frameworks to track HSE & Sustainability KPIs, ensuring consistent review and improvement of project performance.
- **Emergency Preparedness**:
Ensure that emergency response plans are rigorously tested and adapted to meet the unique challenges of offshore and onshore environments.
- **Continuous Improvement and Lessons Learned**:
Contribute to the 2GW Program’s lessons learned database, leveraging findings to drive improvements in sustainability and safety practices across the project portfolio.
- **Stakeholder Collaboration**:
Maintain active communication with 2GW client and partnership, regulators, and subcontractors to foster transparency and ensure all sustainability goals and HSE requirements are understood and met.
- **Innovation**:
Drive the integration of HSE & Sustainability-related solutions into project execution, ensuring alignment with the Management Plan’s targets.
Minimum Requirement:
- University Degree (minimum 4 years of Bachelor’s Degree) or NEBOSH Diploma Plus
- 10 years of experience, 8 of which is Oil & Gas site experience
- Lead Auditor OHSAS 18001 & ISO 14001
