**Job Summary**:
The Associate Enforcement Officer - Land Management at Railway Assets Corporation (RAC) is responsible for supporting enforcement activities to ensure that all land under RAC’s jurisdiction is used in compliance with applicable laws, zoning regulations, and environmental protection standards. This role involves field inspections, violation investigations, public engagement, and collaboration with relevant agencies to safeguard RAC’s land assets and uphold regulatory integrity.

**Key Responsibilities:1. Field Inspections and Investigations**
- Conduct site inspections across RAC-managed lands, properties, and railway corridors to assess compliance with land use laws, zoning codes, building regulations, and environmental policies.
- Document inspection results through photographs, field notes, and detailed reports.

**2. Violation Identification and Enforcement**
- Detect and report unauthorized land use, illegal occupation, unapproved developments, and environmental damage.
- Assist in enforcement measures, including the issuance of warnings, notices, and citations, and support legal proceedings against non-compliant parties.

**3. Compliance Monitoring**
- Monitor construction and development activities on RAC lands to ensure continued compliance with permits and land use agreements.
- Conduct follow-up inspections to verify corrective actions have been taken where violations occurred.

**4. Investigation and Documentation**
- Investigate complaints or reports of land misuse or encroachments involving RAC assets.
- Collect evidence, interview involved parties, and prepare comprehensive violation reports and case documentation for management and legal teams.

**5. Interagency Collaboration**
- Liaise with local councils, environmental agencies, planning authorities, and law enforcement to coordinate enforcement actions and resolve complex cases.
- Support joint operations involving multiple regulatory or enforcement bodies.

**6. Public Engagement and Education**
- Educate land occupants, contractors, and stakeholders on RAC’s land use policies, zoning rules, and compliance requirements.

**7. Enforcement Support**
- Assist in preparing legal documents, enforcement notices, and prosecution files.
- Ensure compliance with all legal protocols and regulatory frameworks in enforcement cases.

**8. Record Keeping and Reporting**
- Maintain accurate, up-to-date records of inspections, investigations, citations, and enforcement outcomes.
- Prepare periodic reports for internal management and external stakeholders as required.

**9. Professional Development**
- Participate in continuous learning to stay current on updates to land use legislation, enforcement practices, and railway asset management standards.

**Qualifications**:

- SPM, Diploma or Degree in Land Management, Urban Planning, Environmental Science, Law Enforcement, or a related discipline.
- At least 1-2 years of relevant experience in land enforcement, regulatory compliance, or property management.
- Knowledge of land use legislation, zoning regulations, and environmental laws applicable to railway or government-owned land is an advantage.
- Strong investigative, interpersonal, and report-writing skills.
- Ability to manage field duties independently and handle sensitive or confrontational situations tactfully.
- Familiarity with GIS, enforcement databases, and Microsoft Office tools.
- Valid driver’s license and willingness to travel extensively for fieldwork.
- Ability to work independently with mínimal supervision and in a team oriented environment.

**Job Types**: Full-time, Permanent

Pay: RM2,500.00 - RM4,000.00 per month
