Key Responsibilities & Scope of Work:

1. Pre-Construction Phase:

  • Conduct detailed feasibility studies and risk assessments.
  • Prepare comprehensive cost estimates and budgets based on project drawings and specifications.
  • Develop tender packages, including bills of quantities, schedules, and specifications.
  • Issue tender requests to contractors and suppliers.
  • Analyze and evaluate tender submissions to ensure competitiveness and accuracy.
  • Assist in negotiations with bidders to develop favorable terms.

2. Contract Administration:

  • Draft, review, and manage major contracts (e.g., EPC, lump sum, unit price contracts).
  • Ensure contractual obligations are clearly defined and adhered to.
  • Manage contractual variations, change orders, and claims.
  • Provide guidance on contractual rights, liabilities, and dispute resolution.

3. Cost Control & Monitoring:

  • Establish and enforce project cost controls and financial tracking systems.
  • Measure and value completed work for progress payments.
  • Verify and process interim valuation and certification of contractors' payments.
  • Track project costs, forecast overruns, and recommend corrective actions.
  • Analyze cost reports and prepare detailed financial reports for internal and client use.

4. Quantity Measurement & Valuation:

  • Measure quantities of materials, labor, and equipment from drawings and specifications.
  • Conduct site visits to monitor progress and validate measurements.
  • Prepare valuation reports based on actual work completed.

5. Procurement & Purchasing:

  • Assist in preparing procurement strategies.
  • Evaluate bids from subcontractors and suppliers.
  • Negotiate prices and contractual terms for major procurement packages.
  • Manage purchase orders and subcontract agreements.

6. Change & Variation Management:

  • Identify, evaluate, and quantify changes in scope.
  • Prepare variation claims and negotiate with clients/contractors.
  • Monitor the impact of variations on project cost and schedule.

7. Risk Management & Cost Optimization:

  • Identify potential financial risks.
  • Develop strategies to mitigate risks and contain costs.
  • Provide value engineering recommendations to optimize project efficiency.

8. Legal & Compliance Oversight:

  • Ensure compliance with local building codes, safety standards, and legal requirements.
  • Keep up-to-date with relevant laws, regulations, and industry standards.

9. Communication & Coordination:

  • Serve as a primary point of contact for project financial matters.
  • Coordinate with project managers, engineers, and clients for seamless project delivery.
  • Prepare and present financial reports, forecasts, and project status updates.
Required Skills & Qualifications:
  • Bachelor's degree in Quantity Surveying, Construction Management, or related field.
  • Proven experience (5+ years) in quantity surveying, preferably in similar industry sectors.
  • Strong understanding of contracts, procurement, and legal aspects.
  • Proficient in QS software and MS Office Suite.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to work under pressure and manage multiple projects simultaneously.
  • Able and willing to travel to other states when the company secures new projects.
