Role Purpose

Provide specialist QAQC oversight across major greenfield projects delivered by Project Delivery. Ensure construction quality, welding integrity, material verification, documentation traceability, and inspection readiness before systems are handed over to SEB Power.

Key Responsibilities

  1. Review ITPs, WPS, PQR, WPQ, MTCs, PMI plans, and ensure compliance with ASME, API, and local regulations
  2. Assess contractor and vendor QAQC capability for fabrication, installation, and mechanical completion
  3. Conduct surveillance for piping, pressure vessels, tanks, HRSG components, structural steel, and fuel gas systems
  4. Strengthen weld control, PMI hold points, heat number traceability, and weld mapping
  5. Verify NDE results and ensure compliance with API 510, API 570, API 653, API 578, API 579, ASME B31.1, B31.3, B31.8, and PCC 2
  6. Identify quality gaps in design and fabrication and raise NCRs or corrective actions with clear justification
  7. Facilitate inspection readiness for hydrotests, pneumatic tests, flushing, tie ins, and commissioning
  8. Ensure MDRs, QC dossiers, weld summaries, test packages, and repair records are complete
  9. Mentor young engineers and uplift contractor QAQC competency
  10. Support audits, walkdowns, and as-built verification with SEB Power receiving teams

What You Bring

  1. Minimum 10 years experience in welding engineering, QAQC, materials, or pressure systems
  2. Strong knowledge of ASME and API construction codes and inspection standards
  3. Experience in power plants, ammonia plants, refineries, petrochemical facilities, or pipelines
  4. Ability to detect quality risks early and prevent failures due to metallurgy, weld defects, design inconsistencies, or documentation gaps
  5. Competence in reviewing fabrication shops, evaluating WPS/PQR/WPQ, and interpreting NDE results
  6. Strong ability to communicate technical issues and drive contractor compliance
  7. Comfortable engaging with EPCs, fabricators, site teams, and station personnel

Preferred Background

  • Sarawakian engineers with QAQC or welding experience in high integrity environments
  • Experience with Petronas, Shell, SEB, EPC contractors, or inspection firms
  • API or ASME certifications considered an advantage
