Human Resource and Administration Executive

Job Summary:
The HR & Admin Executive is responsible for day-to-day HR operations, recruitment coordination, payroll and statutory compliance, and general office administration. The role supports employee lifecycle management, maintains accurate HR records, assists with visas and government submissions, and provides administrative support to project sites. Frequent communication with China HQ and local authorities is required; therefore, Mandarin proficiency is essential.
Key Responsibilities
1. HR Operations & Recruitment
- Assist in executing recruitment activities, including job posting, candidate screening, interview coordination, and preparing offer letters.
- Support the onboarding process: employment contracts, personnel data entry, policy briefing, and orientation arrangements.
- Maintain accurate employee records, attendance data, leave applications, and personnel files.
- Assist in performance appraisal coordination, training arrangements, and employee engagement activities.
- Handle daily employee inquiries related to HR policies, attendance, benefits, and company rules.
2. Statutory Compliance & Payroll Support
- Collect and verify monthly attendance records for payroll processing.
- Assist with statutory submissions such as EPF, SOCSO, EIS, HRDF, and ensure accuracy and compliance.
- Ensure HR practices comply with Malaysian Employment Act, Labour Law, and company policies.
- Prepare basic HR reports such as headcount updates, turnover statistics, attendance summaries, etc.
3. Administration & Office Management
- Manage office day-to-day operations, including procurement of stationery, office supplies, and coordination of equipment repairs.
- Maintain a clean, organised, and efficient office environment.
- Arrange company travel, meeting logistics, visitor reception, and accommodation for employees when required.
- Coordinate administrative needs with various departments, such as meeting room bookings, document requests, and office asset management.
- Support company events, staff activities, and team-building arrangements.
4. Compliance, Documentation & Government Liaison
- Assist with visa applications, work permits, PVP processing, and CIDB Green Card applications.
- Liaise with government bodies such as SSM, LHDN, Immigration, CIDB, EPF, SOCSO, and other relevant authorities to submit documents and follow up on approvals.
- Support company compliance activities including license renewals, business registrations, and corporate document filing.
- Manage important documents such as contracts, agreements, legal filings, corporate records, and administrative archives.
5. Project & Site HR Support
- Provide HR and admin support to project sites, including staff documentation, compliance reporting, accommodation coordination, and logistical arrangements.
- Assist in monitoring site manpower, attendance, and HR-related matters.
Job Requirements
- Bachelor's Degree in Human Resources, Business Administration, Management, or related discipline.
- Male candidates aged 25–45 are preferred with 3–5 years of HR & Administration experience; experience in construction, engineering, or manufacturing industries is an advantage.
- Good command of Mandarin, English, and Malay (written and spoken). Mandarin is essential for communicating with China HQ and Mandarin-speaking stakeholders.
- Knowledge of Malaysian Employment Act, Labor Law, EPF, SOCSO, EIS, and HR compliance processes.
- Experience with work permit/PVP applications or dealing with government agencies is a strong advantage.
- Proficient in Microsoft Office and able to prepare reports and documentation.
- Responsible, detail-oriented, and able to work independently with minimal supervision.
- Strong communication, coordination, and time-management skills.
