Manager Asset Management

JOB PURPOSE:

• Responsible for establishing and maintaining effective control, governance, and optimization of the organization's information and communication technology (ICT) assets throughout their lifecycle. This role ensures that all hardware, software, and digital assets are accurately tracked, cost-effectively managed, fully compliant with licensing and security standards, and aligned with the organization's strategic objectives.

PRINCIPAL ACCOUNTABILITIES:

Asset Lifecycle Management

• Plan and manage the ICT asset procurement, distribution, inventory and conduct periodic asset verification in compliance with audit policy and procedures to ensure assets are maintained in optimal condition.
• Oversee end-to-end lifecycle of ICT assets including acquisition, deployment, maintenance, optimization, and retirement.
• Manage vendor and supplier relationships to ensure cost-effective procurement and support contracts.
• Coordinate with IT operations, procurement, and finance teams for asset forecasting, budgeting, and disposal planning.

Software & License Management

• Ensure compliance with software license agreements, subscription models, and cloud service contracts.
• Maintain accurate software asset inventories and monitor usage to prevent under- or over-licensing.
• Lead internal and external software compliance audits and mitigate potential risks.

Policies and Standards (Audit & Compliance)

• Lead the development of the ICT asset register and maintain accurate asset records across all systems.
• Implement controls for asset tracking, loss prevention, and secure disposal of end-of-life assets.
• Ensure ICT assets comply with cybersecurity, data protection, and regulatory standards.

Budgeting & Planning

• Develop and manage ICT asset budgets, including capital expenditure (CAPEX) and operational expenditure (OPEX).
• Track asset depreciation, total cost of ownership (TCO), and return on investment (ROI).
• Provide asset performance reports and insights to IT leadership for informed decision-making.

Contract & Tender Management

• Analyse and evaluate overall ICT asset management tender proposals including technical/commercial evaluation and negotiation exercise to be in line with Company's tender and contract policies and procedures.
• Prepare recommendation and propose appropriate contracting strategy to be adopted including the tendering documents (e.g. Invitation to Bid (ITB), Request for Proposal, Request for Quotation, etc.)

Vendor Management

• Review vendor's performance report and conduct regular discussion with the vendor to ensure deliverables are within the service level agreement in ensuring minimum disruption to the ICT services.
• Propose and recommend improvement initiatives and vendor performance plan for management's consideration.

People Development

• Develop, motivate and coach subordinates to develop capabilities and ensure closure in functional and leadership competency gaps within the Asset Management team.

REQUIREMENT & QUALIFICATION:

• At least 5 - 8 years of relevant working experience in ICT asset management, IT operations, or IT procurement, with a strong understanding of asset lifecycle processes, software licensing, and technology governance.
• Managing end-to-end ICT asset lifecycle (acquisition, deployment, maintenance, disposal).
• Implementing and administering asset management systems or CMDB tools (e.g., ServiceNow, Flexera, Snow, SCCM).
• Developing and enforcing ICT asset management policies, standards, and procedures.
• Managing software license compliance and vendor contracts across diverse platforms.
• Coordinating with finance, procurement, and IT operations on budgeting and lifecycle cost optimization.
• Leading audits, compliance reviews, and risk management initiatives related to ICT assets.
• Bachelor's degree in Information Technology, Computer Science, Information Systems, Business Administration, or a related field.
