Human Resources & Training Manager (Senior Manager)

Executive recruitment company Monroe Consulting Group Malaysia's Industrial Division is recruiting on behalf of a leading global company who is a premier provider air foil repair solutions for aircraft engines, operating as a joint venture between two global aviation maintenance leaders. As part of a strategic transformation, the company is enhancing transparency, accountability, and sustainability, and seeks a visionary HR leader to support this evolution.

Job summary:

The successful applicant will lead the HR & Training Department, overseeing all aspects of human capital management. This includes
strategic planning, talent acquisition, employee engagement, industrial relations, training and development, regulatory compliance, and stakeholder management
. The role is critical in driving organizational change, fostering a high-performance culture, and aligning HR initiatives with business objectives.

Job Responsibilities:

1. Department Leadership & Management

  • Lead and manage the HR & Training Department, including HR Executives, Training Executives, and HR Admin Assistants.
  • Implement and maintain transparent reporting systems and SOPs to ensure accountability and traceability.
  • Structure HR organisation, develop and maintain internal processes.
  • Provide regular departmental reports to the CEO and ESG-relevant data to the Compliance Officer.
  • Promote a culture of openness, trust, and proactive engagement within the team.

2. Strategic HR Planning

  • Develop and execute HR strategies in alignment with corporate goals.
  • Collaborate with department heads to assess staffing needs and workforce planning.
  • Drive initiatives in talent management, succession planning, and organizational development.
  • Lead change management efforts and support the company's restructuring initiatives.

3. Stakeholder Management

  • Act as a key liaison between internal departments and external stakeholders including shareholders, legal advisors, government agencies, and training providers.
  • Orchestrate and manage relationships with diverse stakeholders to ensure alignment with business goals and compliance requirements.
  • Represent the company in industrial relations matters and external forums with professionalism and authority.

4. Talent Acquisition & Retention

  • Oversee recruitment processes, including sourcing, selection, onboarding, and relocation.
  • Manage expatriate and foreign labour processes, including immigration, tax, and accommodation.
  • Design and implement retention programs and employee value propositions.
  • Monitor and improve employee engagement and satisfaction metrics.

5. Training & Development

  • Identify training needs across departments and develop cost-effective training programs.
  • Coordinate with department heads to ensure compliance with certification and competency requirements.
  • Design career development frameworks and upskilling initiatives.
  • Promote innovation and continuous improvement through learning and development.

6. Employee Relations & Industrial Relations

  • Serve as the primary advisor on employee relations matters, including grievances and disciplinary actions.
  • Manage industrial relations, including domestic inquiries and representation in industrial court hearings.
  • Develop and implement grievance handling procedures and employee feedback mechanisms.
  • Foster a positive work environment and uphold the company's core values.

7. Compensation & Benefits

  • Oversee payroll processes and outsourcing arrangements.
  • Conduct salary benchmarking and manage compensation structures.
  • Administer bonus schemes, performance reviews, and KPI evaluations.
  • Ensure compliance with statutory requirements (EPF, SOCSO, tax, etc.).

8. Regulatory Compliance & Policy Management

  • Ensure compliance with Malaysian labor laws, tax regulations, and immigration policies.
  • Monitor legal and regulatory changes and update HR policies accordingly.
  • Coordinate with legal counsel and the Compliance Officer on employment-related matters.
  • Support EHS initiatives and ensure HR's role in occupational health and safety.

Job Requirements:

  • Bachelor's degree in Human Resource Management or equivalent.
  • Profound HR experience, with at least 10 years in a senior leadership role.
  • Proven experience in a production or aviation environment with 500+ employees or within a similar set up.
  • In-depth knowledge of Malaysian employment law, tax, immigration, and labour standards.
  • Experience in managing expatriate and foreign labor processes.
  • Excellent verbal and written skills in English and Bahasa Melayu; adept at handling sensitive conversations.
  • Embraces change, explores digitalization, and drives continuous improvement.
  • Strong personality with the ability to handle and orchestrate internal and external stakeholders effectively.
