Job Summary

The HSE Assistant Manager is responsible for leading, managing, and continuously improving the company's Health, Safety, and Environmental (HSE) system across all companies related to Misarma Enterprise Sdn Bhd, not limited to operational sites and office locations, ensuring full compliance with legal, corporate, and client HSE requirements. This position plays a dual role-providing strategic leadership in HSE planning and systems management, while also maintaining hands-on field supervision to ensure compliance and safe execution of all activities.

This role must be a DOSH Green Book–certified Safety and Health Officer, possessing strong technical expertise, leadership, and communication skills. This role demands a highly detail-oriented and meticulous professional, capable of ensuring that every HSE document, report, and record is accurate, traceable, and audit-ready at all times.

The HSE Assistant Manager must demonstrate task discipline, accountability, and strong analytical judgment, with the ability to generate professional and comprehensive reports for management and client submission. The role requires travel and outstation presence without restriction or concern to support site operations, inspections, and audits as required.

The position's core purpose is to protect people, property, and the environment through proactive safety management, continuous improvement initiatives, and a deeply embedded safety culture throughout the organization. This role is expect to attend to any other Ad-Hoc task as per instructed by Superior or Management from time to time.

1) Key Responsibilities

Leadership & HSE Department Management


• Lead and supervise the entire HSE team, ensuring effective coordination, task clarity, and alignment within teams members.


• Plan, organize, and manage the overall HSE strategy, ensuring alignment with company objectives, client expectations, and regulatory frameworks.


• Develop departmental work plans, performance indicators, and documentation tracking systems to ensure operational discipline and accountability.


• Provide leadership, mentoring, and technical guidance to build HSE competencies across the department.


• Represent the company during client meetings, tender evaluations, audits, and HSE presentations, articulating HSE programs and performance data confidently.


• Promote a proactive safety culture through awareness programs, engagement campaigns, and recognition initiatives.


• Liaise with government authorities (DOSH, DOE, NIOSH), certification bodies, and clients on matters related to compliance, audit findings, and regulatory reporting.

Compliance, Documentation & Reporting


• Ensure full compliance with all Malaysian HSE laws, regulations, and codes of practice, including DOSH, DOE, and local jurisdictional requirements.


• Oversee the preparation, review, and quality assurance of all HSE documentation, including manuals, SOPs, registers, forms, checklists, and risk assessments.


• Establish and maintain a comprehensive HSE document control system, ensuring that all forms, procedures, and reports are properly versioned, approved, and retrievable.


• Prepare, review, and submit tender HSE documentation, including company safety statistics, project-specific HSE plans, emergency response frameworks, and client-specific requirements.


• Monitor and ensure the timely submission of all HSE reports (daily, weekly, monthly, quarterly, and annual). Reports must be data-driven, factual, and formatted professionally for management and client use at all times.


• Regularly review and update HIRARC, risk assessment matrices, aspect-impact assessments, and Emergency Response Plans (ERP).


• Ensure compliance and continuous readiness for ISO 45001, ISO 14001, and ISO 9001 certification audits and client inspections.


• Conduct internal documentation reviews to ensure accuracy, consistency, and zero non-conformities.

Site Safety Management & Field Operations


• Conduct regular and random site inspections, walkthroughs, and compliance audits to verify adherence to safety standards and work procedures.


• Supervise high-risk activities (e.g., working at height, lifting operations, hot works, confined space entry) to ensure risk controls are properly implemented.


• Enforce strict compliance with PPE usage, permit-to-work systems, and other operational HSE controls.


• Lead incident and near-miss investigations, perform root cause analysis, and ensure corrective and preventive actions (CAPA) are documented and implemented effectively.


• Maintain consistent field presence to monitor HSE compliance and coach site personnel on safe work practices.


• Exercise Stop Work Authority (SWA) immediately upon identification of unsafe acts or conditions.


• Provide daily site visit reports with documented observations, photos, and recommendations.

Training, Meetings & Drills


• Develop and execute a structured annual HSE training plan covering legal, operational, and emergency response requirements.


• Conduct HSE induction for all new employees, contractors, and visitors.


• Chair Health & Safety Committee meetings and ensure all minutes, action plans, and follow-ups are documented and tracked until closure.


• Plan, conduct, and evaluate emergency drills (fire, spill, rescue, evacuation) at both site and office levels.


• Facilitate Toolbox Meetings (TBM), Safety Stand-downs, and Campaigns (e.g., Safe Driving, PPE, Housekeeping) to strengthen HSE awareness.


• Identify competency gaps and recommend appropriate training or coaching interventions.

Inspections, Audits & Continuous Improvement


• Plan and lead internal and external HSE audits, ensuring full audit readiness and effective closure of nonconformities.


• Review and approve contractor HSE documentation, ensuring alignment with company and client standards.


• Monitor the inspection and certification status of firefighting systems, first aid kits, lifting equipment, safety tools, and vehicles.


• Analyze HSE data trends (e.g., incident frequency rate, audit findings, non-compliance statistics) and present data-driven insights and recommendations to management.


• Develop and implement Continuous Improvement Programs (CIP), promoting efficiency, compliance, and sustainability in HSE systems.


• Conduct post-audit performance reviews and lead corrective action workshops for affected teams.

2) Authority


• Full Stop Work Authority when hazardous or non-compliant conditions are detected.


• Approve and endorse HSE reports, audit findings, and documentation prior to client or management submission.


• Recommend disciplinary actions or interventions for persistent non-compliance.


• Initiate emergency response activation when required.

3) Qualification Required


• Diploma or Degree in Occupational Safety & Health, Environmental Science, or related discipline.


• Certified DOSH Green Book holder (mandatory).


• Minimum 5–7 years of relevant HSE experience, with at least 2 years in a managerial or supervisory capacity.


• Demonstrated experience in HSE management within oil & gas, engineering, construction, or industrial operations.


• Proven ability to lead HSE functions across multiple projects or regions, including offshore or remote work locations.

4) Preferred Skills & Competencies


• Exceptional attention to detail and meticulousness in preparing reports, audits, and documentation.


• Strong command of HSE laws, ISO standards, and client specifications.


• Excellent written and verbal communication in English and Bahasa Malaysia.


• Proficient in Microsoft Office (Excel, Word, PowerPoint) and HSE-related software or systems.


• Excellent report generation skills with structured formatting, accurate data, and visual presentation of trends.


• Task-oriented, organized, and capable of managing multiple priorities under tight deadlines.


• High sense of integrity, responsibility, and professional accountability.


• Independent and able to travel or be stationed at project sites/outstation as required without restrictions.
