Inspector of Work (Civil & Structural) IOW C&S

A well-known, established hospital of more than 100 years in the industry, currently looking for talent to join us.

What You'll Do:

Site Supervision & Quality Control

• Supervise and monitor daily C&S construction activities, including foundation, structural framework, slab works, retaining walls, roadworks, and drainage systems.
• Ensure works are executed in compliance with approved drawings, specifications, and the Engineer's Instructions (EI).
• Inspect formwork, reinforcement, concrete placement, waterproofing, and structural steel works prior to casting or covering up.
• Verify concrete mix designs, material quality, and test reports (e.g. cube tests, rebar certificates, compaction tests).
• Maintain proper records of inspections, site activities, non-conformities, and corrective actions taken.

Compliance with Standards & Regulations

• Ensure that all works comply with Malaysian standards (e.g. MS, BS, Eurocodes) and Uniform Building By-Laws (UBBL) requirements.
• Support the Resident Engineer and Project Manager in ensuring hospital-specific construction elements — such as vibration control, clean zones, and infection control barriers — adhere to MOH planning & design guidelines.
• Verify that civil and structural components are built to accommodate medical equipment loads, mechanical/electrical penetrations, and seismic requirements (where applicable).
• Coordinate inspection and testing with Consultant Engineers, Authorities, and Quality Control (QC) teams.

Technical Coordination

• Liaise closely with other discipline inspectors (Architectural, M&E, Infrastructure) to avoid design or site conflicts.
• Ensure proper sequencing and interface management between structural, architectural, and M&E works (e.g., coordination of embedded items, sleeves, and openings).
• Attend technical coordination and site progress meetings as required.
• Provide feedback and highlight potential site issues to the Resident Engineer for prompt resolution

Material & Workmanship Verification

• Inspect and verify delivery, storage, and installation of C&S materials including steel reinforcement, concrete, aggregates, and precast elements.
• Check that material approvals (MIRs), test certificates, and inspection checklists are properly submitted and endorsed before use.
• Ensure that all defective works are rectified to consultant's satisfaction prior to proceeding.

Health, Safety & Environmental (HSE)

• Enforce compliance with site safety procedures in accordance with Occupational Safety and Health Act 1994 (OSHA) and Factories and Machinery Act 1967 (FMA).
• Report any unsafe practices, potential hazards, or environmental non-compliances to the Safety Officer and Resident Engineer.
• Ensure housekeeping, waste disposal, and stormwater management comply with Department of Environment (DOE) requirements and hospital environmental standards.

Documentation & Reporting

• Prepare daily site reports, photo records, and inspection logs.
• Keep accurate as-built records of C&S elements for submission and reference.
• Assist the consultant team in preparing reports, inspection requests (RFI/IR), and site instructions.
• Monitor contractor progress and report any delay or deviation from schedule or design intent.

Hospital-Specific Considerations

• Supervise construction works within infection control zones, clean areas, and specialty departments (e.g. operating theatres, ICUs) with strict adherence to hospital environmental and vibration control protocols.
• Coordinate with M&E and biomedical teams on structural provisions for medical equipment, bed head panels, operating lights, etc.
• Verify civil works supporting medical gas systems, waste management systems, sewage treatment, and storm water discharge comply with MOH requirements.

Testing, Commissioning & Handover

• Participate in pre-handover inspections, testing, and commissioning of relevant C&S systems and structures.
• Check that all defects are properly rectified during the Defects Liability Period (DLP).
• Assist in preparing as-built drawings and documentation for submission to authorities and MOH.

Who Are We Looking For:

• Diploma / Degree in Civil or Structural Engineering or equivalent from a recognized institution.
• Registered with BEM (Board of Engineers Malaysia) as an Inspector of Works (I.O.W.) or eligible for registration.
• Minimum 5 years of relevant experience in C&S construction supervision, preferably with prior experience in healthcare or hospital projects.
• Strong understanding of structural systems, civil works, and hospital infrastructure requirements.
• Familiar with local authority procedures and standards: MOH Guidelines, UBBL, MS 1195, CIDB Quality Assessment (QLASSIC), and GBI.
• Proficient in reading and interpreting structural and architectural drawings.
• Good communication and coordination skills with consultants, contractors, and clients.
• Knowledge of construction safety practices, QA/QC documentation, and reporting formats.
