**Background**
UPEN Sabah, Sabah’s Community Development and People’s Wellbeing Ministry and UNICEF Malaysia have agreed to design a Sabah Child Wellbeing Index (SCWI). The SCWI aims to define what child wellbeing means for Sabah, and through its measurement provide clear evidence on the possible areas of deprivation of children in the State. The index recognizes that poverty and wellbeing are multidimensional as well as context specific and these considerations will guide the design of the index throughout. Improving well-being of people and in particular children in Sabah is a key component of national and state level policies and plans. This index, representative of the different children living in Sabah, will enhance the development of policies and programmes and will provide detailed understanding of dimensions of well-being, which could be followed up overtime.
The design of a child wellbeing index, which includes but goes beyond multi-dimensional poverty and is fit to reflect realities of children across the state can be challenging. Learning from the experience of developing a child wellbeing Index in Sarawak, providing hands-on support and capacity to the national firm who will be leading the development of the index in Sabah will greatly help in the design and analysis of the index.
These terms of reference set out the objectives and scope of the role of a quality assurance firm/individual in support of the national team.
**How can you make a difference?**
**Objectives**
The main objectives of this research consultancy are as follows:
- Build capacity of the national team on developing a child-wellbeing index, including aspects of multidimensional poverty and beyond and sharing international best practices for all stages: identification of dimensions and indicators, development of index in terms of and can wait and composition, and index analysis
- Enhance the quality of the Sabah Child Wellbeing Index through interaction with the national team at key moments of the consultancy as specified in the scope of work
**Scope of Work**
The above mentioned objectives will be met through the following activities:
- Review and provide constructive feedback to key deliverables, mainly, the inception report, the Sabah Child Wellbeing Index Design and the analysis of the Sabah Child Wellbeing Index
- Carry out a 2-3 day interactive workshop (ideally in person) to build capacity of the local teams and government counterparts on best international practices on Child Wellbeing Index from around the world, and their linkages with multi dimensional poverty measurements. Focus should be measurement choices, process on choosing dimensions and indicators, how to reflect different issues according to age group and location (urban/rural) as well as on technical details such as indicator weight, internal and external consistency of the index, etc. The workshop should include lessons learned (positive and what to avoid) as well as be designed in an interactive and hands on approach.
**Work Assignments & Deliverables**
The following deliverables are expected to come from this research consultancy:
- 1.Review and provide comments and feedback to Sabah Child Wellbeing Index inception report and index design document. - Commented SCWI design document and summary note of comments, feedback and suggestions
- 2.Deliver half day online workshop on best international practices on Child Wellbeing Index from around the world, and their linkages with multi dimensional poverty measurements. Focus should be measurement choices, process on choosing dimensions and indicators, how to reflect different issues according to age group and location (urban/rural). Bring lessons learned, good and bad learnings and how to avoid these.
- Deliver a workshop, Power Point Presentation and workshop materials
- 3.Review the analytical report on the Sabah Child Wellbenig index and provide inputs and suggestions
