Principal Cost Controls Specialist

**Job Overview**:
The Principal Cost Controls Specialist is responsible for interpreting internal or external business issues and recommending best practices. They will be tasked with solving complex costing-related problems and will work independently with mínimal guidance. The Principal Cost Controls Specialist may be responsible for leading functional teams or projects and is regarded as a specialist in the field of cost. As such, they must have in-depth expertise in costing as well as broad knowledge of the costing discipline within the project controls function.
**Key Tasks and Responsibilities**:
- The Principal Cost Controls Specialist working under the direction of the Project Controls Manager performs the overall cost control integration function including control budget maintenance, commitment monitoring, expenditure reporting, cost estimates to completion, and project cost reporting activities.
- Coordinates development program control budget in conjunction with program directorate and project management teams at project locations.
- Monitors and maintains program control budget and estimates at completion with updates received from the project change coordinator, contract administration, and project management teams at project locations.
- Coordinates cost control input from project controls teams at project locations to develop program cost reports in compliance with contract and corporate requirements.
- Provides cost control function for program directorate cost account.
- Provides input and support as required for the preparation of client invoices.
- Provides recommendations for corrective action to the program directorate.
- Responsible for monthly CSR forecast/project review meetings for all Project Managers and responsible parties, including the review of revised CSRs and issuing monthly packages to satisfy compliance requirements
- Consolidate and compare past estimates to recent wards, proposals, and completed projects to better understand internal capabilities, and trends and provide better walking-away pricing
**Essential Qualifications and Education**:
- Bachelor's Degree in Engineering or Construction or equivalent from an accredited college or university.
- Minimum of 12 years of overall Project Controls experience.
- Fluent in written and spoken English language.
- High computer literacy specifically Microsoft Excel and good working knowledge of relevant cost software
- Proficiency with Microsoft Office products.
- Strong management communication and interpersonal skills.
