We are looking for a Human Resources Executive (Manpower & Foreign Worker Management) to oversee the end-to-end HR operations within our engineering and infrastructure group.

This role covers recruitment, onboarding, certification, documentation, employee grievances, and foreign worker management to ensure smooth day-to-day operations at both site and HQ level.

Key Responsibilities

  • Manage end-to-end HR processes: recruitment, onboarding, certification, time attendance, and offboarding.
  • Source and handle local and foreign workers through agencies, CLAB, and JTK coordination.
  • Oversee Immigration, permit renewals, medical, insurance, and hostel arrangements.
  • Maintain updated certification records for all technical and site personnel.
  • Ensure compliance with Employment Act 1955, JTK, Immigration, and internal HR policies.
  • Handle employee grievances, disciplinary issues, and welfare programs with fairness and accuracy.
  • Coordinate vehicle allocation, site deployment, and time in/time out monitoring.
  • Prepare HR reports, renewal schedules, and manpower tracking dashboards for management.
  • Work closely with project and operations teams to ensure manpower readiness.

Requirements

  • Minimum 3 years' experience in HR operations or manpower management (engineering/construction preferred).
  • Strong knowledge of Employment Act, JTK, and foreign worker management procedures.
  • Experience handling certifications, compliance audits, and documentation.
  • Able to multitask across recruitment, onboarding, and site HR control.
  • Possess valid driving license and willing to travel when required.
  • Diploma/Degree in HR Management or related discipline.

Job Types: Full-time, Contract

Contract length: 24 months

Pay: RM3, RM4,000.00 per month
