Construction Lead

The main accountabilities are:

• Responsible and lead construction-related activities and ensure construction activities executed according to project plan, aligning with technical specifications, within budget, on schedule and in compliance with HSSE and Quality standards.
• Responsible and lead construction teams, construction contractors, subcontractors in construction, installation, logistics and commissioning (where applicable) until Handover to Operations in safe and timely manner.
• Assist Construction Manager and provide constructability input on field logistics, Installation, pre-commissioning until handover for commissioning/start-up in accordance with approved plans, engineering designs and project handover requirement.
• Act as the primary point of contact between construction teams and other stakeholders, i.e. Engineering Assurance, Procurement, Logistic, HSSE, etc.
• Support QAQC engineer/lead and lead construction contractors and subcontractors to deliver the Project as per the approved technical procedures and documentation requirements.
• Support Operation Readiness Assurance engineer in timely start-up of new/ replacement facilities and equipment in accordance with Project Schedule.
• Regular reporting and assist Construction Manager to deliver Project as per approved plans and requirements safely and as per schedule.

The job duties are:

• Assist Construction Manager to supervise and lead construction teams, construction contractors and sub-contractors on site execution work.
• Lead in day-to-day construction activities, in terms of schedule, cost and compliance with project specifications, site coordination and planning. Resolve any delays or disruptions in construction activities.
• Review construction specifications, Job Method Statement and Job Hazard Analysis from Contractors and Subcontractors.
• Oversee and support in construction cost estimation and planning, including cost tracking during construction planning & execution.
• Provide constructability input in overall project and construction schedule.
• Review and provide constructability input to engineering design and technical requirements during engineering development phase.
• Provide constructability input in specific construction activities (if any), i.e. hot-tapping, on-the-run piping tie-in, on-the-run equipment replacement, tandem and heavy lifting, heavy equipment haulage plan, on-the-run decommissioning/commissioning of firefighting system, etc.
• Supervise and lead specific construction activities (if any) as mentioned above during construction execution phase.
• Supervise and lead site logistics compliance with requirements and execution strategy during construction execution phase.
• Participating in contracting activities relevant to the construction contracts, ensuring that the construction requirements are considered in the bid evaluation, and participate in technical evaluation and to the commercial negotiable phase.
• Work closely with Construction Manager to eliminate and mitigate should any identified concern/defect/deviation raised during execution phase.
• Further develop Construction Best Practices, Construction Professionals, HSSE Best Practices with learnings from incidents, Technology improvement incorporation etc
• Lead and support construction teams to prepare and handover timely the construction area to construction contractors and subcontractors for construction activities.
• Support QAQC engineer/lead and conduct inspection and audits to ensure construction contractors and subcontractors comply with all related work procedures and technical requirements.
• Support Operation Readiness Assurance engineer and lead construction teams and construction contractors/subcontractors in preparation of mechanical completion documentation (including work scope package, QAQC documentation & as-built engineering documents) for acceptance during pre-commissioning, commissioning and handover to Operations.
• Competent as contract holder
• Accountable for construction quality plan, review NCR's and support cost and schedule targets against agreed performance benchmarks and KPI's.
• Identify and implement cost and schedule reduction initiatives without compromising HSSE, technical integrity or quality
• Part of Triparty work mode for capital projects, working closely with Project coordinator & Engineering Integrator seated remotely.
• Transition (subjected to Project hub lead and Project hub construction manager approvals) between Project Lead, Construction Lead and Block Lead role.

Dimension
Direct report to Project Hub - Construction Manager

Interface Ops support, QAQC, Project engineers & Project coordinator for delivery

Manage direct report of staff / contingent delivery workforce of 3 - 5pax.

Coach Construction Supervisor (direct reporting line), incumbent junior project engineer and QAQC Engineer on Project and Construction management elements.

Knowledge / Skill in Onshore Project -TA systemization & work packaging

Working Experience

15 years of downstream or relevant onshore unit , brownfield project work experience specific to Construction management, execution, methodology and Project Management inclusive.
