Governance, Strategy & Planning

  • Create, maintain, communicate, and implement procurement governance processes and policies.
  • Execute and control tendering processes and governance activities; provide assurance support to the Risk & Integrity Manager.
  • Identify continuous improvement opportunities in compliance monitoring, procurement governance, and tendering processes.
  • Support the Risk & Integrity Manager in developing and implementing the risk awareness program and related trainings (including, but not limited to, training logistics and delivery) to promote a culture of risk awareness, integrity, compliance, and ethical conduct throughout HRC, and to support proactive compliance monitoring.

Business Partnering

  • Monitor compliance and provide guidance to internal stakeholders, including procurement team members, business units, and support functions, on matters related to the tender process.
  • Manage communication among stakeholders to ensure a smooth and efficient tendering process.

Compliance Operations

  • Issue Invitations to Tender (ITT) and conduct bid opening sessions.
  • Facilitate weekly Local Tender Panel (LTP) meetings.
  • Manage and track action items discussed during LTP meetings; prepare minutes as the tender secretariat.
  • Prepare procurement governance and tender reports.
  • Provide guidance to the procurement team during procurement processes and support compliance reporting.
  • Ensure all records and governance activities are properly reviewed, documented, and communicated.

Compliance & Risk Management

  • Ensure adherence to the Contract, Procurement, and Processes Manual (CPPM), terms of reference, approval matrix, and all internal compliance requirements.
  • Anticipate changes in internal and external environments and revise monitoring, control, testing, and enforcement programs accordingly.
  • Ensure deliverables are received in accordance with contract terms and conditions, and address contract issues appropriately.
  • Support post-contract evaluations, including assessing contract benefits, deliverable fulfillment, contractor performance, team member contributions, and lessons learned.
  • Assist the Risk & Integrity Manager in analyzing audit and compliance review data to identify risk hotspots.
  • Perform any other duties as assigned by the Risk & Integrity Manager.

Effective Linkages with HengYuan Group (Malaysia)

  • Engage with relevant colleagues within the HengYuan Group in Malaysia to understand and adopt best practices in executing risk and integrity programs, where applicable to HRC's interests.
  • Under the supervision of the Risk & Integrity Manager, ensure smooth communication within the HengYuan Malaysia Group and alignment with regional legal, risk, and compliance-related frameworks.
Qualifications & Requirements
  • Minimum Diploma in Supply Chain, Business Administration/Management, Engineering, Finance/Accounting, or other relevant fields.
  • Fresh graduates are welcome to apply.
  • A minimum of 2 years of working experience in procurement, compliance, or governance roles is an added advantage.
  • Experience in the manufacturing sector, particularly within the Oil & Gas, Petrochemical, or Chemical-related industries, is preferred.
  • Ability to identify project needs and define objectives in measurable terms; understanding of the activities required to proceed to a procurement stage.
  • Excellent stakeholder management, as well as strong verbal and written communication skills.
  • Ability to manage professional relationships and interactions both within HRC and with the vendor community.
  • Proficiency in SAP and intermediate-level Excel skills; strong working knowledge of supply chain management software.
  • In-depth understanding of procurement processes, including (but not limited to) contract establishment, negotiation, contract award, and inventory management for chemical materials.
  • Meticulous, detail-oriented, and able to meet deadlines consistently.
  • Knowledge of ISO standards such as ISO 9001, ISO 37001, and ISO 31000 is preferred.
