Responsibilities:

  • To lead and oversee contractual matters pertaining to pre-contract and post-contract to sub-contractors and procurements.
  • To lead commercial comparison and to ensure subcontract/procurement award within budget allocated.
  • To supervise tender/quotation recommendation and award approval and work order/letter of appointment.
  • To monitor and verify subcontractor's/supplier's payment recommendation certificate duly prepared by project Quantity Surveyor.
  • To liaise with Finance & Accounts Department in monitoring and analyzing claims submission to clients and claims received from subcontractors.
  • To advise Project Manager for any contractual issues including drafting reply.
  • Accountable for the profitability of the projects undertaken by the department.
  • Oversee the effective selection and evaluation of subcontractors/supplier, giving particular emphasis to quality and environment requirements.
  • To lead and manage department's daily operations
  • To ensure conduct and work is in compliance with ISO requirements and company's policies/regulations/ procedures.

Requirements:

  • Degree in Quantity Surveying, Degree in Business Studies/Administration/ Management or related discipline.
  • Minimum 15 years of related working experiences with 5 years in managerial role.
  • Knowledge of sourcing and procurement techniques, cost estimate and construction contract.
  • Skill in designing and enhancing procurement & contracts related SOP.
  • Strong market awareness of water/waste water industry construction costing is an advantage
