Job Summary

The Head of Group Safety is responsible for establishing, implementing, and enforcing the corporate-wide Health, Safety, and Environment (HSE or EHS) strategy and management system across all business units, including multiple operating power generation facilities (e.g., thermal, gas, solar, hydro) and development projects.

This role is critical to protecting employees, contractors, the public, company assets, and the environment while ensuring all operations comply with stringent local, national, and international regulations relevant to the power industry. The Head of Group Safety is the champion of a proactive, interdependent safety culture at all levels of the organization.

Key Responsibilities

1. Strategy and Leadership

HSE Strategy: Develop, lead, and continuously improve the Group's long-term HSE strategy, vision, and annual objectives in alignment with corporate business goals and best-in-class power industry standards.

Safety Culture: Instill and drive a strong, positive, and proactive safety culture (Goal Zero) across the entire organization, from executive management to site-level personnel and contractors.

Team Management: Lead, mentor, and manage the Group Safety/EHS team, including site-level HSE Managers and Specialists, ensuring they have the competence and resources to execute the strategy.

Executive Reporting: Report regularly to the Executive Leadership Team and Board of Directors on Group HSE performance, compliance, and strategic initiatives.

2. HSE Management System and Compliance

System Ownership: Design, implement, maintain, and audit a robust Group-wide HSE Management System (based on standards like ISO 45001 and ISO

Regulatory Compliance (Power Industry Focus): Ensure all power plant operations, maintenance activities, and construction projects are in strict compliance with all applicable health, safety, and environmental laws, permits, and regulations (e.g., electrical safety codes, high-voltage equipment procedures, pressure systems, emissions, water discharge, waste management, etc.).

Audits and Inspections: Establish a comprehensive audit program for all operating sites and projects, conduct high-level site reviews, and track corrective and preventive actions to closure.

3. Risk Management and Incident Response

Risk Assessment: Oversee the development and implementation of critical risk management programs for high-hazard activities inherent to power generation, Confined Space Entry, Working at Heights, Electrical/Arc Flash safety, Hazardous Energy Control, Process Safety Management).

Incident Investigation: Lead and direct high-potential or serious incident investigations, utilizing root cause analysis methodologies to identify systemic failures and implement effective corrective actions across the Group.

Emergency Response: Ensure all sites maintain up-to-date and tested Emergency Response Plans (ERP) for various scenarios, including major power plant incidents, medical emergencies, and natural disasters.

4. Training, Development, and Metrics

Training Programs: Establish Group-wide training standards and ensure the delivery of high-quality, specialized safety training relevant to power plant operations for all employees and contractors.

Contractor Management: Oversee the EHS pre-qualification, monitoring, and performance management of all contractors working on Group sites, especially during outages and construction phases.

  • Performance Monitoring: Define, track, and analyze Group-level HSE Key Performance Indicators (KPIs), including leading and lagging indicators, to identify trends and focus areas for continuous improvement.

Required Qualifications and Experience

Education: Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science, or a related technical field. A Master's degree is preferred.

Certification: Certified Safety Professional (CSP), Chartered Member of IOSH (CMIOSH), or equivalent globally recognized professional safety certification is typically required.

Experience:

Minimum of 10-15 years of progressive experience in EHS management, with at least 5-7 years in a senior leadership level role overseeing multiple facilities.

Mandatory experience within the power generation industry (IPP, Utility, or related heavy industrial sector like Oil & Gas, Chemicals), with direct experience managing EHS for operating power plants.

Knowledge:

Deep and current knowledge of country-specific and international safety regulations (e.g., OSHA, NFPA, etc.) and environmental regulations (e.g., EPA, emissions standards).

Expertise in developing, auditing, and managing large-scale, enterprise-wide HSE Management Systems.
