Position Overview

The Assistant People Manager supports the People Department in managing HR operations across both head office and project sites. The role focuses on ensuring smooth HR processes, maintaining sound industrial relations, and driving effective performance management practices that support the company's growth and operational excellence in property development.

Key Responsibilities

  1. HR Operations & Administration

  2. Manage day-to-day HR administration for head office and project site employees including recruitment processing, onboarding, confirmation, transfer, and exit formalities.

  3. Coordinate with site HR/admin representatives to ensure consistency and compliance in HR processes across all project locations.
  4. Assist in HR audits, reporting, and manpower tracking for management review.

  5. Industrial Relations (IR) & Employee Relations

  6. Support the People Manager in handling employee relations issues and disciplinary matters for both office and site-based employees.

  7. Prepare and issue show-cause letters, warning letters, and assist in domestic inquiry proceedings when necessary.
  8. Liaise with site supervisors and managers to address grievances, misconduct, or attendance issues in a timely and fair manner.
  9. Ensure compliance with the Employment Act 1955 and other relevant labour regulations, including engagement with JTK or other authorities when required.
  10. Support proactive employee engagement initiatives to strengthen communication, morale, and teamwork across departments and sites.

  11. Performance Management

  12. Coordinate and monitor the departments performance management cycle (goal setting, mid-year review, year-end appraisal).

  13. Provide guidance and training to Heads of Department and Site Managers on setting KPIs aligned with corporate and project objectives.
  14. Assist in performance calibration and analysis to ensure fair evaluation across departments.
  15. Support the linkage between performance outcomes, annual increment, and training/development plans.
  16. Prepare performance management reports and highlight trends or areas for improvement to management.

  17. HR Process Improvement & Support

  18. Assist in reviewing and updating HR policies, SOPs, and workflows to enhance efficiency and compliance.

  19. Support HR digitalization efforts such as employee self-service systems, performance management tools, or attendance systems at project sites.
