Executive / Senior Executive, Benefit Package & Pricing (Business Development)

The role
We are seeking a highly analytical and driven professional to join our Benefit Package & Pricing Unit. This role plays a critical part in designing, developing, and implementing sustainable healthcare benefit packages and pricing strategies that deliver value to both patients and providers. You will conduct evidence-based research, lead contract negotiations, and support value-based healthcare initiatives that align financial incentives with quality outcomes.
For the Senior Executive level, you will also take on greater responsibility in leading project components, stakeholder engagement, and providing technical input for policy or pricing recommendations.
Key responsibilities
Benefit Package Design & Development
Define the scope, coverage, and eligibility criteria for healthcare benefit packages, including primary care, chronic disease management, preventive services, medications, and specialised treatments.
- Conduct health technology assessments (HTA) and literature reviews to evaluate clinical benefits, cost-effectiveness, and value-for-money of proposed services or technologies.
- Analyse healthcare trends, utilisation patterns, and cost data to guide decision-making and anticipate emerging challenges.
- Draft technical papers, policy briefs, and proposals to support scheme design and revisions.
Provider Sourcing & Negotiation
Lead the sourcing and contracting process for healthcare service providers, ensuring transparency, efficiency, and alignment with strategic objectives.
- Negotiate pricing and service terms in collaboration with Legal, Finance, and other internal stakeholders to ensure cost-effective and high-quality service delivery.
- Maintain strong relationships with private healthcare providers and suppliers to foster long-term partnerships.
Financing Mechanisms & Value-Based Healthcare
Support the design and implementation of provider payment models (e.g., capitation, case-based, global budget) and cost-sharing mechanisms.
- Conduct cost modelling and impact analyses to ensure payment systems promote efficiency and sustainability.
- Participate in budget planning, expenditure tracking, and performance evaluation to ensure financial accountability.
Project Management & Stakeholder Engagement
Manage assigned healthcare projects from design through execution, ensuring milestones and deliverables are met.
- Prepare communication materials, presentations, and reports for internal and external stakeholders.
- Collaborate cross-functionally with departments such as Legal, Finance, Medical Audit, and Operations to ensure cohesive programme delivery.
What we're looking for
- Bachelor's Degree in Medicine, Biomedical Science, Life Sciences, Public Health, Pharmacy, Healthcare Management, Business Studies, or a related field from a recognised institution.
- Minimum 1–3 years (Executive) or 4–6 years (Senior Executive) of relevant experience in healthcare, insurance, strategic purchasing, or consulting.
- Proven ability in data analysis, policy research, or business proposal development, with strong analytical and critical-thinking skills to translate insights into action.
- Skilled in negotiation, stakeholder management, and project coordination, with the ability to manage multiple priorities effectively.
- Excellent written and verbal communication skills in both English and Bahasa Malaysia, with confidence in presenting complex ideas clearly.
- Knowledge of Malaysia's healthcare system, reimbursement models, or provider contracting will be an added advantage.
- High proficiency in Microsoft Excel, PowerPoint, and data visualisation or collaborative tools (e.g., Teams, Power BI).
- A proactive, self-driven team player who thrives both independently and collaboratively in a dynamic, fast-paced environment.
