HSSE Coordinator - Proposals

We are currently based at KL Eco City, Malaysia.
The HSSE Coordinator — Proposals is a corporate role.
It supports tender and bid activities by preparing accurate and compliant HSSE documentation. This role ensures alignment with client requirements, industry standards, and internal HSSE policies, working closely with cross-functional teams to deliver high-quality proposal submissions. This role involves ensuring compliance with industry standards, legal requirements, Client and MODEC's HSSE policies, while upholding MODEC's CORE values.

Key Accountabilities

  • Collate, prepare, and review all HSSE-related documentation required for bids and proposals in alignment with client specifications and industry standards. - Liaise with internal departments (Engineering, Projects, Legal, etc.) to gather technical and operational HSSE content for tender submissions
  • Prepare project-specific HSSE plans, risk assessments, method statements, and bridging documents as part of the proposal package. - Ensure HSSE documents are consistent, technically accurate, and aligned with corporate policies and applicable legislation
  • Interpret and apply international HSSE standards (e.g., ISO 45001, ISO 14001, MARPOL, OSHA) within proposal deliverables. - Analyze client HSSE specifications and ensure submissions meet or exceed all stated requirements
  • Work closely with BD, Commercial, and Proposals teams to integrate HSSE strategy and value proposition into technical and commercial bids. - Provide clarification responses for HSSE queries during tender clarification and negotiation phases.
  • Build and manage a central repository of standardized HSSE content, templates, certifications, and past project case studies for reuse in future bids
  • Ensure proposal documents reflect the latest HSSE audit findings, lessons learned, and continuous improvement initiatives. - Contribute to internal proposal reviews and ensure audit readiness for external or client reviews.
  • Maintain records of proposal submissions and outcomes, tracking feedback related to HSSE content to identify areas for improvement

Qualifications

  • Degree in Occupational Health & Safety/Engineering or its equivalent.
  • Min 5 - 7 years of progressive experience as a Safety Officer with exposure to the type of work performed on EPCI projects.
  • 1 - 2 years in proposal/tender coordination, document preparation, or project support roles.
  • Experience supporting tenders or bids in marine, offshore, oil & gas, renewable energy, or heavy industries is highly desirable.
  • Completed Certification as a Workplace Health and Safety Officer (WHSO) through the Ministry of Manpower, or equivalent/similar for overseas base.
  • Must have knowledge of ISO 45001 and ISO14001, internal auditor certifications preferred.
  • Strong understanding of local, national, and international HSSE regulations and standards.
  • Excellent communication and presentation skills.
  • Ability to work collaboratively in a team environment and manage multiple stakeholders.
